HOUSE BILL NO. 809

AN ACT1
To authorize and provide for the transfer of certain state property; to authorize the transfer2
of certain state property in East Feliciana Parish; to provide for the property3
description; to provide for reservation of mineral rights; to provide terms and4
conditions; to provide an effective date; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. The secretary of the Department of Health and Hospitals, notwithstanding7
any other provision of law to the contrary, is hereby authorized and empowered to convey,8
transfer, assign, lease, or deliver any interest, excluding mineral rights, the state may have9
to all or any portion of the following described parcel of property to the East Feliciana Parish10
Economic Development District:11
A subdivided portion of The East Louisiana State Hospital Property known as the12
DCI airport property consisting of 205 acres more or less with a paved runway of13
3,000 feet long and 75 feet wide, with apron and surrounding support property.  The14
property located in East Feliciana Parish borders the southern boundary of Dixon15
Correctional Facility (DCI) and La. Hwy. 68 on the east, as outlined in white on the16
aerial map supplied by the East Feliciana Parish Tax Assessors office.17
Section 2. The secretary of the Department of Health and Hospitals is hereby18
authorized to enter into such agreements, covenants, conditions, and stipulations and to19
execute such documents as necessary to properly effectuate any conveyance, transfer,20
assignment, lease, or delivery of title, excluding mineral rights, to the property described in21
Section 1, and as more specifically described in any such agreements entered into and22
documents executed by and between the secretary of the Department of Health and Hospitals23
and the East Feliciana Parish Economic Development District, in exchange of consideration24
proportionate to the appraised value of the property.25
Section 3. This Act shall become effective upon signature by the governor or, if not26
signed by the governor, upon expiration of the time for bills to become law without signature27 ENROLLEDHB NO. 809

by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If1
vetoed by the governor and subsequently approved by the legislature, this Act shall become2
effective on the day following such approval.3
