MTR VEHICLE/LICEN PLATES:  Creates the Forestry Prestige License Plate
AN ACT1
To enact R.S. 47:463.155, relative to motor vehicle special prestige plates; to provide for2
creation, issuance, and design of such license plates; to provide relative to the fee and3
distribution of fees for such plates; to authorize promulgation of rules and4
regulations; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 47:463.155 is hereby enacted to read as follows: 7
ยง463.155.  Special prestige license plate; "Protect Our Forests"8
A. The secretary of the Department of Public Safety and Corrections shall9
establish a special prestige motor vehicle license plate to be known as the "Protect10
Our Forests" plate, provided there is a minimum of one thousand applicants for such11
plates. These license plates shall be restricted to use on passenger cars, pickup12
trucks, recreational vehicles, and vans.13
B. The secretary shall design the plates, which shall be of a color and design14
selected jointly by the Louisiana Forestry Association and the office of forestry,15
Department of Agriculture and Forestry, provided that it is in compliance with R.S.16
47:463(A)(3).17
C. The prestige license plate shall be issued, upon application, to any citizen18
of Louisiana in the same manner as any other motor vehicle license plate.19 HLS 12RS-1094	ENGROSSED

D. The department shall collect an annual royalty fee of twenty-five dollars,1
which shall be disbursed in accordance with Subsection E of this Section. This fee2
shall be in addition to the standard motor vehicle license tax imposed by Article VII,3
Section 5 of the Constitution of Louisiana, and a handling fee of three dollars and4
fifty cents for each plate to be retained by the department to offset a portion of5
administrative costs.6
E. The revenue realized from the additional twenty-five dollar fee imposed7
by Subsection D of this Section shall be remitted to the state treasurer as provided8
by law. The state treasurer shall forward an amount equal to those revenues to the9
Louisiana Department of Agriculture and Forestry.  The Louisiana Department of10
Agriculture and Forestry shall dedicate one hundred percent of such funds to the11
office of forestry for the sole purpose of protecting forests against wildfires.12
F. The secretary shall adopt rules and regulations as are necessary to13
implement the provisions of this Section.14

Proposed law requires the secretary of DPS&C to issue special prestige license plates to be
known as the "Protect Our Forests" license plate.
Proposed law provides that the prestige license plate shall be issued, upon application, to any
citizen of La. in the same manner as any other motor vehicle license plate.
Proposed law provides for the secretary to design the "Protect Our Forests" license plate,
with the color and design to be selected jointly by the Louisiana Forestry Association and
the La. Dept. of Agriculture and Forestry.
Proposed law provides that an annual royalty fee of $25 shall be remitted to the state
treasurer, who shall forward an amount equal to those royalty fees to the La. Dept. of
Agriculture and Forestry.  Further provides that the La. Dept. of Agriculture and Forestry
shall dedicate 100% of the funds to the office of forestry for the sole purpose of protecting
forests against wildfires. Additionally, provides for the standard registration license fee and

Proposed law provides that the secretary shall adopt rules and regulations to implement the
provisions provided in proposed law.
