STUDENT/SCH ATTENDANCE: Provides for early dismissal from public elementary and
secondary schools under certain conditions
AN ACT1
To enact R.S. 17:81(W) and 3996(B)(30), relative to the powers, duties, functions, and2
responsibilities of public school governing authorities; to require such governing3
authorities to provide for the early dismissal of certain students under certain weather4
conditions; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 17:81(W) and 3996(B)(30) are hereby enacted to read as follows:7
§81.  General powers of city, parish, and other local public school boards8

W.(1) Each city, parish, and other local public school board shall provide10
that any student transported by school bus be dismissed at noon on any school day11
when the high temperature for that day is expected to be one hundred degrees or12
higher.13
(2) For the purposes of this Subsection, the term city, parish, and other local14
public school board means the governing authority of any public elementary or15
secondary school.16

B. Notwithstanding any state law, rule, or regulation to the contrary and20

charter school established and operated in accordance with the provisions of this1
Chapter and its approved charter and the school's officers and employees shall be2
exempt from all statutory mandates or other statutory requirements that are3
applicable to public schools and to public school officers and employees except for4
the following laws otherwise applicable to public schools with the same grades:5

Abstract: Requires school boards and governing authorities of charter schools to provide
for the early dismissal of students transported by school bus on days when the
expected high temperature is 100 degrees or higher.
Present law provides generally for the powers, duties, functions, and responsibilities of city,
parish, and other local public school boards.  Proposed law requires school boards and
governing authorities of charter schools to provide for the noon dismissal of students
transported by school bus on days when the high temperature is expected to be 100 degrees
or higher.
