AN ACT1
To enact Part IV of Chapter 1 of Title 44 of the Louisiana Revised Statutes of 1950, to be2
comprised of R.S. 44:67.1 and 67.2, relative to collective bargaining involving public3
entities; to provide relative to acceptance or offering for acceptance of certain4
collective bargaining agreements; to provide for public availability of certain5
documents; to provide for enforcement; and to provide for related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1. Part IV of Chapter 1 of Title 44 of the Louisiana Revised Statutes of 1950,8
comprised of R.S. 44:67.1 and 67.2, is hereby enacted to read as follows:9
PART IV.  PUBLIC EMPLOYER-EMPLOYEE10
COLLECTIVE BARGAINING11
§67.1.  Acceptance of collective bargaining agreement12
A. No collective bargaining agreement to which a public employer is a party13
shall be accepted or ratified by the public employer or its representative until the14
collective bargaining agreement has been made available to the public via the15
Internet website of the public employer for at least five business days.  The public16
employer shall issue a written public notice in the manner provided in R.S.17
42:19(A)(2) informing the public of how such agreement may be accessed and the18
date, time, and place of the meeting at which the agreement will be considered by the19
public employer for acceptance or ratification.20
B. For purposes of this Part, "public employer" means the state or a political21
subdivision thereof, or a department, agency, office, institution, or other22
organizational unit of state or local government that employs one or more individuals23

§67.2.  Construction; enforcement1
A. The provisions of this Part shall be liberally construed to accomplish its2
purposes.3
B. The provisions of this Part shall not be construed to affect the rights of a4
public employer pursuant to Part V of Chapter 9 of Title 23 of the Louisiana Revised5
Statutes of 1950 or to require a particular form of employment agreement between6
a public employer and its employees.7
C.  The provisions of this Part may be enforced as provided in R.S. 44:35.8
