HOUSE CONCURRENT RESOLUTI ON NO. 100
BY REPRESENTATIVE ORTEGO
TRANSPORTATION:  Urges and requests the Complete Streets Working Group to continue
working
A CONCURRENT RESOLUTI ON1
To urge and request the re-creation of the Complete Streets Work Group created by Senate2
Concurrent Resolution No. 110 of the 2009 Regular Session of the Legislature.3
WHEREAS, Senate Concurrent Resolution No. 110 of the 2009 Regular Session of4
the Legislature urged and requested the formation of a Complete Streets Work Group in the5
Department of Transportation and Development; and6
WHEREAS, Complete Streets is the practice of designing and constructing streets7
and roads to meet the needs of bicyclists, pedestrians, transit riders, and drivers; and8
WHEREAS, Complete Streets promotes the walkability and bicycle friendliness of9
communities through principles such as context-sensitive design, mobility-friendly design,10
mixed-use, and infill developments; and11
WHEREAS, the Complete Streets Work Group completed it's task of developing a12
statewide policy on the design and construction of thoroughfares that maximizes use by all13
Louisianians whether they chose to bike, walk, ride transit, or drive a car; and14
WHEREAS, Senate Concurrent Resolution No. 110 of the 2009 Regular Session of15
the Legislature put forth the goals of the Complete Street guidelines the work group was to16
accomplish as follows:17
(1)  The development of model design guidelines for suburban, rural, and urban18
contexts;19
(2)  The application of such guidelines to both new and reconstruction projects;20 HLS 12RS-2596	ORIGINAL

(3) A determination of what components of guideline implementation require1
administrative and legislative changes;2
(4) The development of any necessary legislation for the 2010 legislative session;3
(5) The coordination of Complete Street guidelines with metropolitan planning4
organizations;5
(6) The balancing of costs with benefits;6
(7) A prioritization of interventions to connect bike and pedestrian networks7
throughout the state;8
(8) Building on the Department of Transportation and Development's draft revised9
bike and pedestrian plan;10
(9) The development of model urban street design guidelines and model local11
ordinances; and12
WHEREAS, the Complete Streets Work Group has largely completed the goals as13
set forth in Senate Concurrent Resolution No. 110 of the 2009 Regular Session of the14
Legislature and no longer convenes; and15
WHEREAS, regular walking and bicycling improve physical health, increase mental16
well-being, and help reduce the risk of cardiovascular disease, type 2 diabetes, some cancers17
and other chronic diseases; and18
WHEREAS, increased physical activity is critical to combating the obesity crisis in19
Louisiana where sixty-four percent of adults and over one-third (thirty-six percent) of20
children are obese or overweight; and21
WHEREAS, in 2011, one hundred five pedestrians and bicyclists were killed, and22
in that same year over seventy thousand people were injured on Louisiana roads and23
highways; and24
WHEREAS, the implementation of Complete Streets concepts and the construction25
of streets and roads in a manner that best serve  the needs of bicyclists, pedestrians, transit26
riders, and driver's are issues that call for on-going and continuous discussion and study. 27
THEREFORE, BE IT RESOLVED that the Complete Streets Work Group shall be28
recreated and shall continue to be convened by the secretary of the Department of29
Transportation and Development to further study and implement any necessary changes to30 HLS 12RS-2596	ORIGINAL

the Complete Streets guidelines and the issues set forth in Senate Concurrent Resolution No.1
110 of the 2009 Regular Session of the Legislature;2
BE IT FURTHER RESOLVED that the Complete Streets Work Group additionally3
shall study the progress of Complete Street project implementation in Louisiana.4
BE IT FURTHER RESOLVED that the Complete Streets Work Group shall be5
convened by the secretary of the Department of Transportation and Development and shall6
carry out the charges contained herein.7
BE IT FURTHER RESOLVED that the work group members shall include a8
representative appointed by each of the following organizations:9
(1) Louisiana Department of Transportation and Development.10
(2) AARP.11
(3) American Society of Landscape Architects, Louisiana Chapter.12
(4) American Planning Association, Louisiana Chapter.13
(5) Center for Planning Excellence.14
(6) University of New Orleans Center for Urban and Public Affairs.15
(7) Louisiana Municipal Association.16
(8) Louisiana Police Jury Association.17
(9) A member appointed by a majority of the metropolitan planning organizations18
participating in the member's selection as determined by the secretary of the Department of19
Transportation and Development.20
(10) Pennington Biomedical Research Center.21
(11) Louisiana Department of Public Health.22
(12) Tulane University's Prevention Research Center.23
(13) Louisiana Engineering Society.24
(14) Louisiana Realtors Association.25
(15) Department of Education.26
(16) A member appointed by a majority of the bicycle advocacy groups participating27
in the member's selection as determined by the secretary of the Department of Transportation28
and Development.29

BE IT FURTHER RESOLVED that the secretary of the Department of7
Transportation and Development shall notify the members of the Complete Streets Work8
Group and convene its first meeting no later than September 1, 2012.  The secretary of the9
Department of Transportation and Development shall submit the work group's reports to the10
House and Senate committees on transportation, highways and public works twice annually.11
Each meeting of the work group shall be staffed by the Department of Transportation and12
Development employees.13
BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted14
to the secretary of the Department of Transportation and Development.15
