HOUSE CONCURRENT RESOLUTI ON NO. 103
BY REPRESENTATIVE BROSSETT
COMMENDATIONS:  Commends Darryl Kilbert upon his retirement as superintendent of
the Orleans Parish Public School System
A CONCURRENT RESOLUTI ON1
To commend Darryl C. Kilbert upon his retirement as superintendent of the Orleans Parish2
Public School System, to recognize and record his myriad accomplishments and3
contributions, and to extend to him the best wishes of the legislature as he embarks4
upon new challenges and endeavors.5
WHEREAS, it is appropriate to commend Darryl C. Kilbert for his outstanding6
accomplishments and contributions during his service as superintendent of the Orleans7
Parish Public School System from 2006 until 2012 and his tenure of more than thirty years8
with the system; and9
WHEREAS, Superintendent Kilbert earned a bachelor of arts degree from Dillard10
University in New Orleans, a master's degree in education administration from Ohio State11
University, and a doctorate of humane letters from the Christian Bible College in New12
Orleans; and13
WHEREAS, it was in 1979 when Darryl Kilbert began his long and highly effective14
career with the Orleans Parish Public School System as a certified classroom teacher; and15
WHEREAS, over a span of more than thirty years of dedicated and productive16
service, Superintendent Kilbert's other positions with the school system included coach, band17
director, human resources assistant, assistant principal, principal at the elementary, middle,18
senior, and alternative school levels, truancy coordinator, director of transportation, and area19
superintendent prior to serving with great distinction as superintendent; and20 HCR NO. 103

WHEREAS, Superintendent Kilbert was appointed acting superintendent of the1
school system in 2006, and his appointment to this vital position became effective in2
December of that year; and 3
WHEREAS, under Superintendent Kilbert's superb leadership, in the aftermath of4
Hurricane Katrina and all of the challenges accompanying the unprecedented disaster, the5
Orleans Parish Public School System has made significant strides in restoring its academic6
integrity and financial stability; and7
WHEREAS, Superintendent Kilbert has long been active in several professional8
organizations, including the Louisiana Association of School Superintendents, the Louisiana9
Association of School Executives, and the American Association of School Administrators,10
and he is also a trustee for the Teachers' Retirement System of Louisiana; and11
WHEREAS, Superintendent Kilbert is retiring on June 30, 2012, and he merits a12
special measure of commendation for the many contributions he has made to his community13
and state and to the students of Orleans Parish and his extraordinary accomplishments during14
the course of his highly effective career.15
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby16
commend Darryl C. Kilbert upon his retirement as superintendent of the Orleans Parish17
Public School System after more than three decades of distinguished and formative service18
in the system, including six years as superintendent, and does hereby recognize and record19
his notable achievements and manifold contributions to the school system as well as the20
generous and admirable way in which he has devoted his energy and talents to the full21
development of students into informed, capable, and productive citizens of their22
communities and the world.23
BE IT FURTHER RESOLVED that the members of the legislature do hereby extend24
to Superintendent Kilbert best wishes for happiness and success as he embarks upon new25
challenges and endeavors.26
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted27
to Darryl C. Kilbert.28 HCR NO. 103
