HLS 12RS-1007 ORIGINAL Page 1 of 2 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 107 BY REPRESENTATIVE HOFFMANN ETHICS/CODE: Requests the House Committee on House and Governmental Affairs and the Senate Committee on Senate and Governmental Affairs to study financial disclosure and ethics training requirements for elected officials who complete their terms of office by serving a short period of time in the beginning of a year A CONCURRENT RESOLUTI ON1 To urge and request the House Committee on House and Governmental Affairs and the2 Senate Committee on Senate and Governmental Affairs to meet and function as a3 joint committee to study financial disclosure and ethics training requirements for the4 calendar year in which the terms of office end for elected officials whose terms end5 early in the calendar year.6 WHEREAS, the Code of Governmental Ethics requires each elected official in the7 state to file annual financial disclosure statements with the Board of Ethics; and8 WHEREAS, an elected official must file a financial disclosure statement each year9 during which he or she holds office and in the year following the termination of the holding10 of the office; and11 WHEREAS, the Code of Governmental Ethics requires each elected official in the12 state to receive one hour of education training on the code during each year of his term of13 office; and14 WHEREAS, the terms of office of many elected officials begin and end in January;15 and16 WHEREAS, the outgoing official under these circumstances serves a short period17 of time during that calendar year; and18 HLS 12RS-1007 ORIGINAL HCR NO. 107 Page 2 of 2 WHEREAS, this service appears to trigger the requirement that the official file a1 financial disclosure statement that year and the following year and may require the official2 to receive ethics training during that year.3 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby4 urge and request the House Committee on House and Governmental Affairs and the Senate5 Committee on Senate and Governmental Affairs to meet and function as a joint committee6 to study financial disclosure and ethics training requirements for the calendar year in which7 the terms of office end for elected officials whose terms end early in the calendar year.8 DIGEST The digest printed below was prepared by House Legislative Services.
