HOUSE CONCURRENT RESOLUTI ON NO. 11
BY REPRESENTATIVE HOFFMANN
CONGRESS:  Memorializes congress to defund and appropriate no future funding to
Planned Parenthood
A CONCURRENT RESOLUTI ON1
To memorialize the United States Congress to take such actions as are necessary to defund2
and appropriate no future funding to Planned Parenthood.3
WHEREAS, in 2011 the United States risked suspending government services of4
necessity for the first time in fifteen years due to the inability of congress to pass a budget5
for the fiscal year in which it was operating; and6
WHEREAS, the slow and faltering emergence of the United States from the global7
economic recession of the late 2000s is regarded as a sign of difficult fiscal circumstances8
yet ahead for our nation; and9
WHEREAS, Planned Parenthood, an organization which holds itself out to be a10
"sexual and reproductive health care provider" and performs abortions at certain of its11
clinics, continues to receive federal funding despite the enormous budgetary challenges that12
persist for our federal government; and13
WHEREAS, Planned Parenthood is the largest provider of abortions in the United14
States; and15
WHEREAS, while federal law prohibits taxpayer funding of abortions, any federal16
funding which goes to Planned Parenthood materially aids the organization in performing17
abortions; and18
WHEREAS, it is the longstanding policy of this state that an unborn child is a human19
being from the time of conception, is a legal person for purposes of the unborn child's right20 HLS 12RS-257	ENGROSSED

to life, and is entitled to the right to life from conception under the laws and constitution of1
this state; and2
WHEREAS, it is thus in the vital interest of this state that congress defund and3
appropriate no future funding to Planned Parenthood on the grounds that continued taxpayer4
funding for Planned Parenthood would be fiscally irresponsible, and would defy the5
longstanding policy of Louisiana to support the right to life of all unborn children.6
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby7
memorialize the United States Congress to defund and appropriate no future funding to8
Planned Parenthood.9
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the10
presiding officers of the Senate and the House of Representatives of the Congress of the11
United States of America and to each member of the Louisiana congressional delegation.12
