ENROLLED Page 1 of 2 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 11 BY REPRESENTATIVE HOFFMANN AND SENATORS APPEL, CORTEZ, CROWE, DONAHUE, ERDEY, JOHNS, KOSTELKA, LONG, MARTINY, MILLS, PEACOCK, PERRY, RISER, TARVER, THOMPSON, WALSWORTH, WARD, AND WHITE A CONCURRENT RESOLUTI ON To memorialize the United States Congress to take such actions as are necessary to defund and appropriate no future funding to Planned Parenthood. WHEREAS, in 2011 the United States risked suspending government services of necessity for the first time in fifteen years due to the inability of congress to pass a budget for the fiscal year in which it was operating; and WHEREAS, the slow and faltering emergence of the United States from the global economic recession of the late 2000s is regarded as a sign of difficult fiscal circumstances yet ahead for our nation; and WHEREAS, Planned Parenthood, an organization which holds itself out to be a "sexual and reproductive health care provider" and performs abortions at certain of its clinics, continues to receive federal funding despite the enormous budgetary challenges that persist for our federal government; and WHEREAS, Planned Parenthood is the largest provider of abortions in the United States; and WHEREAS, while federal law prohibits taxpayer funding of abortions, any federal funding which goes to Planned Parenthood materially aids the organization in performing abortions; and WHEREAS, it is the longstanding policy of this state that an unborn child is a human being from the time of conception, is a legal person for purposes of the unborn child's right to life, and is entitled to the right to life from conception under the laws and constitution of this state; and ENROLLEDHCR NO. 11 Page 2 of 2 WHEREAS, it is thus in the vital interest of this state that congress defund and appropriate no future funding to Planned Parenthood on the grounds that continued taxpayer funding for Planned Parenthood would be fiscally irresponsible, and would defy the longstanding policy of Louisiana to support the right to life of all unborn children. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby memorialize the United States Congress to defund and appropriate no future funding to Planned Parenthood. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the presiding officers of the Senate and the House of Representatives of the Congress of the United States of America and to each member of the Louisiana congressional delegation.
