HOUSE CONCURRENT RESOLUTI ON NO. 122
BY REPRESENTATIVE BROSSETT
COMMENDATIONS:  Commends Keith A. Doley of New Orleans upon being invested as
the Honorary Consul for the Republic of South Africa
A CONCURRENT RESOLUTI ON1
To commend Keith A. Doley of New Orleans upon being invested as the Honorary Consul2
for the Republic of South Africa.3
WHEREAS, it is appropriate to commend Keith A. Doley upon the memorable and4
historic occasion of being invested as the Honorary Consul for the Republic of South Africa;5
and6
WHEREAS, the World Trade Center New Orleans performs administrative duties7
for the New Orleans Consular Corps, a body formed by career and honorary consuls who are8
either nationals of the countries they represent, United States citizens, or legal residents of9
this state and who perform their diplomatic duties by promoting peace, culture, arts, trade,10
and commerce and strengthening the ties of friendship and understanding among the peoples11
of the world; and12
WHEREAS, a New Orleans native, Keith A. Doley has been a practicing attorney13
in the city since 1987, having begun his legal career as an assistant city attorney before14
becoming a sole practitioner in 1991; and15
WHEREAS, Mr. Doley's practice focuses on civil litigation and juvenile neglect and16
abuse cases, and the Louisiana Supreme Court has appointed him to serve as an ad hoc judge17
with duties extending to the New Orleans Juvenile Court, First City Court for the city of18
New Orleans, and Traffic Court for the city of New Orleans; and19
WHEREAS, Mr. Doley has taught at Southern University at New Orleans as a20
visiting professor of business administration and criminal justice; and21 HLS 12RS-3714	ORIGINAL

WHEREAS, in the early 1970s, Mr. Doley began his career as a securities broker at1
Howard, Weil, Labouisse and Friedrichs, where he covered the accounts of institutional2
investors, and he later worked at Conoco as an oil exchange trader in the mid-1970s; upon3
leaving Conoco, he became a licensed real estate broker in New Orleans and Houston before4
attending law school; and5
WHEREAS, as one of the founders and officiators of the Jamaica Sunset Continuing6
Legal Education/Continuing Legal Education of Louisiana, Mr. Doley has spent several7
years planning and executing an annual continuing legal education program that brings8
together Louisiana attorneys from various fields of legal expertise; the organization and its9
continuing legal education programs also function as fundraisers for the scholarship10
foundation of the Louisiana Judicial Council of the National Bar Association; and11
WHEREAS, Mr. Doley attended Xavier Preparatory High School in New Orleans,12
received his bachelor's degree at Xavier University of New Orleans, and obtained his law13
degree from the Southern University Law Center; and14
WHEREAS, Mr. Doley is an active member of his community and a dedicated15
philanthropist; and16
WHEREAS, Keith A. Doley merits a special measure of commendation for the17
tremendous pride and honor he brings to the city of New Orleans, the state of Louisiana, and18
the United States of America.19
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby20
commend Keith A. Doley of New Orleans upon being invested as the Honorary Consul for21
the Republic of South Africa, does hereby recognize and record for posterity his outstanding22
achievements and singular contributions to his community, state, and nation, and does23
hereby extend to him best wishes for continuing success and happiness in all of his future24
endeavors.25
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted26
