BY REPRESENTATIVE SIMON AND SENATOR HEITMEIER
SPECIAL DAY/WEEK/MONTH:  Recognizes Wednesday, May 9, 2012, as La. Primary
Care Association Day at the legislature
A CONCURRENT RESOLUTI ON1
To recognize Wednesday, May 9, 2012, as Louisiana Primary Care Association Day at the2
legislature.3
WHEREAS, the Louisiana Primary Care Association is a nonprofit corporation4
whose purpose is to promote accessible, affordable, quality primary health care for uninsured5
and medically underserved populations in Louisiana; and6
WHEREAS, members of the Louisiana Primary Care Association include twenty-7
eight Federally Qualified Health Centers (FQHCs) which promote health care access for all8
and elimination of health disparities; and9
WHEREAS, FQHCs are a vital component of our state's health care system,10
providing underserved communities access to coordinated primary and preventive care; and11
WHEREAS, FQHCs play a significant role in providing quality, accessible, and12
affordable patient care as Louisiana strives to build a health care system equipped for the13
twenty-first century; and14
WHEREAS, FQHCs serve nearly nineteen million patients across our nation; and15
WHEREAS, these providers serve nearly two hundred seven thousand patients in16
Louisiana of which forty-four percent are uninsured, thirty-eight percent are Medicaid17
recipients, and seventy-nine percent have incomes at or below the federal poverty level; and18
WHEREAS, FQHCs are essential for underserved communities and vulnerable19
populations and provide care to those who need it most, including millions of Americans20 HLS 12RS-3847	ORIGINAL

with no medical insurance and whose illnesses might otherwise result in an unmet medical1
need or emergency room visit; and2
WHEREAS, FQHCs are comprehensive community wellness hubs which diagnose3
and treat illness and injury and emphasize preventive care and wellness practices; and4
WHEREAS, while FQHCs are rooted in community-based and patient-centered care,5
they also respond to the unique needs of their local communities by conducting outreach and6
education, ensuring that patients can communicate with their providers, and linking patients7
with social services; and8
WHEREAS, serving as an economic anchor in many low-income and economically9
struggling communities, FQHCs are an integral source of local employment and economic10
growth at the heart of a modern, reformed health care system in America.11
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby12
acknowledge the vital role that Federally Qualified Health Centers play in improving public13
health in our state and recognize Wednesday, May 9, 2012, as Louisiana Primary Care14
Association Day at the legislature.15
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the16
executive director of the Louisiana Primary Care Association.17
