HLS 12RS-4452 ORIGINAL Page 1 of 2 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 161 BY REPRESENTATIVE HOFFMANN HEALTH CARE: Requests a study of prospective changes to La. statutes and policies which could reduce the incidence of fetal exposure to controlled dangerous substances and alcohol A CONCURRENT RESOLUTI ON1 To urge and request the Department of Health and Hospitals to study prospective changes2 to Louisiana statutes and policies which could reduce the incidence of fetal exposure3 to controlled dangerous substances and alcohol and to report its findings to the4 legislative committees on health and welfare.5 WHEREAS, a child subjected prenatally to controlled dangerous substances or6 alcohol has no ability to care for himself; and7 WHEREAS, studies show that a child exposed to drugs or alcohol in utero can have8 serious and lifelong effects, including but not limited to conduct disorder, attachment9 disorder, attention deficit hyperactivity disorder, anger management issues, and learning10 disorders; and11 WHEREAS, the state of Louisiana expends significant resources annually providing12 assistance to those caring for a drug- or alcohol-exposed child; and13 WHEREAS, every child has the right to a quality of life not impaired by fetal14 exposure to drugs or alcohol; and15 WHEREAS, pregnant mothers should be advised by health care providers of the16 dangers of any drug or alcohol use during pregnancy.17 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby18 urge and request the Department of Health and Hospitals to study prospective changes to19 HLS 12RS-4452 ORIGINAL HCR NO. 161 Page 2 of 2 Louisiana statutes and policies which could reduce the incidence of fetal exposure to1 controlled dangerous substances and alcohol.2 BE IT FURTHER RESOLVED that the department shall provide its findings in the3 form of a report to the House Committee on Health and Welfare and the Senate Committee4 on Health and Welfare on or before December 31, 2012.5 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the6 secretary of the Department of Health and Hospitals.7 DIGEST The digest printed below was prepared by House Legislative Services.
