HLS 12RS-4707 ORIGINAL Page 1 of 3 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 181 BY REPRESENTATIVE HARRISON TRANSPORTATION: Continues the Human Services Coordinated Transit Work Group A CONCURRENT RESOLUTI ON1 To urge and request the re-creation of the Human Services Coordinated Transit Work Group2 created by House Concurrent Resolution No. 131 of the 2011 Regular Session of the3 Legislature.4 WHEREAS, House Concurrent Resolution No. 131 of the 2011 Regular Session of5 the Legislature created and formed the Human Services Coordinated Transit Work Group,6 led by the Department of Transportation and Development; and7 WHEREAS, the need for reliable transportation is necessary for normal daily8 activities to sustain life in modern America; and9 WHEREAS, a growing population of Americans is expected to rely on transit or10 paratransit services because by 2025 over sixty-two million or eighteen percent of the United11 State population will be over the age of sixty-five; and12 WHEREAS, the state of Louisiana must strive to meet federal highway, Federal13 Transit Administration, and other federal guidelines for the provisions of human services14 transportation in order to provide transportation choice, mobility, and access for citizens; and15 WHEREAS, in 2005, the United We Ride Task Force created the Louisiana Action16 Plan for Statewide Transportation Coordination that included a framework for data,17 structure, interaction, and resources to optimize service, funding, and resources, and by18 expanding state authority to mandate coordination efforts among all service providers; and19 WHEREAS, the work of the 2005 United We Ride Task Force was not implemented20 due to the overshadowing effect of Hurricanes Katrina and Rita; and21 HLS 12RS-4707 ORIGINAL HCR NO. 181 Page 2 of 3 WHEREAS, the Human Service Coordinated Transit Work Group, with active1 support and leadership commitment from both public and private stakeholders, was initially2 tasked with reviewing best practices and reports and information from a variety of areas to3 help establish existing conditions, forecast needs, identify gaps, control costs, and make4 existing services more effective and prepared for the future; and5 WHEREAS, the Human Service Coordinated Transit Work Group has made great6 strides in completing the tasks as set forth in House Concurrent Resolution No. 131 of the7 2011 Regular Session of the Legislature by offering recommendations for systemic changes;8 and9 WHEREAS, some difficulties and deficiencies that continue to exist, including but10 not limited to escalating costs and growth in the population of elderly, disabled, and low-11 income communities in Louisiana, call for ongoing and continuous discussion and study.12 THEREFORE, BE IT RESOLVED that the Human Service Coordinated Transit13 Work Group shall be re-created and shall continue to be convened by the secretary of the14 Department of Transportation and Development to further study and recommend any15 changes necessary to make services more effective in meeting future transportation needs16 of able-bodied and disabled citizens of the state.17 BE IT FURTHER RESOLVED that the work group re-created herein shall consist18 of the following members:19 (1)A representative of AARP.20 (2)A representative of the Center for Planning Excellence.21 (3)A representative of the New Orleans Regional Planning Commission.22 (4)A representative of the South Central Planning and Development23 Commission.24 (5)A representative of a Council on Aging.25 (6)A representative of the Governor's Office of Elderly Affairs.26 (7)A representative of the Louisiana Public Health Institute.27 (8)A representative of the ARC.28 (9)A representative of VetTrans.29 (10)A representative of Catholic Charities of New Orleans.30 HLS 12RS-4707 ORIGINAL HCR NO. 181 Page 3 of 3 (11)A representative of PACE - New Orleans.1 (12)A representative from the private sector providers of human services2 transport.3 (13)A representative of the Area Agency on Aging.4 (14)Representatives of the Department of Health and Hospitals, who will5 collectively have one vote and include the office of aging and adult services, office of6 behavioral health, office of citizens with disabilities, and Medicaid.7 (15)A representative of the American Planning Association, Louisiana Chapter.8 (16)A representative of the Louisiana Association of Social Workers.9 (17)A representative of the Greater New Orleans Foundation.10 (18)A representative of the Louisiana Public Transit Association.11 (19)A representative of the Statewide Independent Living Council.12 (20)A representative of the Louisiana Workforce Commission.13 (21)A representative of Louisiana Rehabilitation Services.14 (22)A representative of the Imperial Calcasieu Regional Planning and15 Development Commission.16 BE IT FURTHER RESOLVED that the work group shall report its findings and17 recommendations to the legislature prior to the convening of the 2013 Regular Session of18 the Legislature of Louisiana.19 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the20 secretary of the Department of Transportation and Development.21 DIGEST The digest printed below was prepared by House Legislative Services.
