HOUSE CONCURRENT RESOLUTI ON NO. 182
BY REPRESENTATIVE TALBOT
HOUSING: Urges and requests the division of administration, office of community
development, to require individuals who receive grant awards for individual
mitigation measures accomplish those measures within one year of the award
A CONCURRENT RESOLUTI ON1
To urge and request the division of administration, office of community development,2
disaster recovery unit, to require individuals who receive grant awards for individual3
mitigation measures to accomplish those measures within one year of the award.4
WHEREAS, independent federal research shows that every dollar spent on mitigating5
a home against hazards saves four dollars in loss from a future disaster; and6
WHEREAS, Louisiana suffered billions in housing loss in Hurricanes Katrina and7
Rita, with more than two hundred thousand housing units damaged by the hurricanes and the8
failure of the federal levees in the New Orleans area; and9
WHEREAS, the United States Department of Housing and Urban Development10
funded the individual mitigation measures program which provides seven thousand five11
hundred dollars to homeowners for storm-proofing activities such as installing window12
protection, installing hurricane straps or clips, bolting walls to foundations, strengthening13
doors, anchoring propane tanks or heating fuel tanks, and elevating electrical panels, air-14
conditioning units, washers and dryers, and furnace and water heaters; and15
WHEREAS, the office of community development, through the Road Home Program16
began distributing the funds for this program by issuing checks in November 2010 and have17
disbursed more than one hundred sixty million dollars to over twenty-one thousand18

WHEREAS, in order to receive the grant award for individual mitigation measures,1
the homeowner had to enter into an agreement to accomplish the mitigation measures within2
three years; and3
WHEREAS, a report from the United States Department of Housing and Urban4
Development stated that the "...success or failure of this program is contingent upon the5
development and implementation of a compliance monitoring strategy..."; and6
WHEREAS, the length of the three-year term will make managing compliance by7
the office of community development, disaster recovery, unit difficult as well as, since the8
term will span multiple hurricane seasons, the homeowner and the taxpayers will not receive9
the full benefit of the program by increasing the risk of storm damage before the individual10
mitigation measures can be accomplished.11
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby12
urge and request the division of administration, office of community development, disaster13
recovery unit, to require individuals who receive grant awards for individual mitigation14
measures accomplish those measures within one year of the award.15
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the16
executive director of the office of community development, disaster recovery unit.17
