ENROLLED Page 1 of 2 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 182 BY REPRESENTATIVE TALBOT A CONCURRENT RESOLUTI ON To urge and request the division of administration, office of community development, disaster recovery unit, to require individuals who receive grant awards for individual mitigation measures to accomplish those measures within one year of the award. WHEREAS, independent federal research shows that every dollar spent on mitigating a home against hazards saves four dollars in loss from a future disaster; and WHEREAS, Louisiana suffered billions in housing loss in Hurricanes Katrina and Rita, with more than two hundred thousand housing units damaged by the hurricanes and the failure of the federal levees in the New Orleans area; and WHEREAS, the United States Department of Housing and Urban Development funded the individual mitigation measures program which provides seven thousand five hundred dollars to homeowners for storm-proofing activities such as installing window protection, installing hurricane straps or clips, bolting walls to foundations, strengthening doors, anchoring propane tanks or heating fuel tanks, and elevating electrical panels, air- conditioning units, washers and dryers, and furnace and water heaters; and WHEREAS, the office of community development, through the Road Home Program began distributing the funds for this program by issuing checks in November 2010 and have disbursed more than one hundred sixty million dollars to over twenty-one thousand homeowners; and WHEREAS, in order to receive the grant award for individual mitigation measures, the homeowner had to enter into an agreement to accomplish the mitigation measures within three years; and WHEREAS, a report from the United States Department of Housing and Urban Development stated that the "...success or failure of this program is contingent upon the development and implementation of a compliance monitoring strategy..."; and ENROLLEDHCR NO. 182 Page 2 of 2 WHEREAS, the length of the three-year term will make managing compliance by the office of community development, disaster recovery unit, difficult as well as, since the term will span multiple hurricane seasons, the homeowner and the taxpayers will not receive the full benefit of the program by increasing the risk of storm damage before the individual mitigation measures can be accomplished. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the division of administration, office of community development, disaster recovery unit, to require individuals who receive grant awards for individual mitigation measures accomplish those measures within one year of the award. BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the executive director of the office of community development, disaster recovery unit.
