BY REPRESENTATIVE SIMON AND SENATOR HEITMEIER
COMMENDATIONS:  Commends Dr. Randall L. Lemoine for 35 years of dedicated
service to the citizens of the state of La. upon his retirement from the Dept. of Health
and Hospitals
A CONCURRENT RESOLUTI ON1
To commend Dr. Randall L. Lemoine for thirty-five years of dedicated service to the2
citizens of the state of Louisiana as an employee of the Louisiana Department of3
Health and Hospitals.4
WHEREAS, Dr. Randall L. "Randy" Lemoine is a native of New Orleans, Louisiana;5
and6
WHEREAS, Dr. Lemoine graduated from De La Salle High School in New Orleans;7
and8
WHEREAS, Dr. Lemoine received a bachelor's degree in psychology and master's9
degree in psychology in 1973 and 1975, respectively, from the University of New Orleans;10
and11
WHEREAS, in 1981, Dr. Lemoine received his doctoral degree in psychology from12
Louisiana State University; and13
WHEREAS, from 1973 through 1977, Dr. Lemoine was a student worker for the14
University of New Orleans, the Louisiana State University Department of Psychiatry, and15
the New Orleans Public Schools State Appraisal Team while attending college; and16
WHEREAS, in 1977, Dr. Lemoine began his thirty-five years of dedicated service17
to the state of Louisiana as an employee of the Department of Health and Hospitals, then18
known as the Department of Health and Human Resources; and19 HLS 12RS-4991	ORIGINAL

WHEREAS, Dr. Lemoine has held several positions within the office of behavioral1
health (formerly known as the office of mental health), including mental health executive2
director, program manager 4, and psychologist; and3
WHEREAS, Dr. Lemoine's wealth of knowledge and expertise has served the4
department through several administrations by educating and guiding departmental officials5
and legislators regarding data-informed decisionmaking; and6
WHEREAS, Dr. Lemoine has been an invaluable resource in the development of the7
department's data warehouse and the implementation of the Coordinated System of Care for8
children and adults with behavioral health issues as it related to the complex data reporting9
system; and10
WHEREAS, Dr. Lemoine currently serves as director of business intelligence for the11
office of behavioral health; and12
WHEREAS, it has been a privilege for department staff to learn from and work with13
Dr. Lemoine, and he has touched the lives of those he worked with inside and outside the14
department; and15
WHEREAS, Dr. Lemoine's work for the department has positively impacted the lives16
of so many of the citizens of Louisiana who have received services from the office of17
behavioral health; and18
WHEREAS, upon his retirement, Dr. Lemoine is looking forward to being able to19
pursue more time with his family and develop his private practice working with families,20
children, and adolescents.21
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby22
commend and extend gratitude to Dr. Randall L. "Randy" Lemoine for his outstanding23
service of thirty-five years to the Louisiana Department of Health and Hospitals and the24
citizens of Louisiana, and does hereby congratulate and wish him well on the occasion of his25
retirement.26
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted27
