REAPPORTIONMENT:  Requests the Monroe City School Board and Ouachita Parish
School Board to take certain actions to facilitate achieving unitary status
A CONCURRENT RESOLUTI ON1
To urge and request the Ouachita Parish School Board and the Monroe City School Board2
to take certain actions to facilitate achieving unitary status for their respective school3
districts.4
WHEREAS, a racially segregated school system is detrimental to the education of5
all students; and6
WHEREAS, the United States Supreme Court concluded in Brown v. Board of7
Education that separate is inherently unequal in the context of public education; and8
WHEREAS, the Ouachita Parish School Board and the Monroe City School Board9
should make every effort to ensure that their students are provided with a single school10
system that provides that same high quality education to all students; and11
WHEREAS, efforts to achieve unitary status are also complicated by the opening of12
charter schools and the awarding of vouchers that allow students to attend nonpublic13
schools; and14
WHEREAS, care in drawing school attendance zones is one crucial step school15
boards can use to ensure that schools are not being segregated by race, class, or any other16
characteristic.17
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby18
urge and request the Ouachita Parish School Board and the Monroe City School Board to19
redraw school attendance zone districts so that their respective school districts can achieve20

BE IT FURTHER RESOLVED that the legislature requests the Ouachita Parish1
School Board and the Monroe City School Board cease the granting of charters and revoke2
all charters they have issued within the last year and further that they not participate in the3
state's voucher program until a federal court grants their respective school districts unitary4
status.5
