CONDOLENCES: Expresses condolences upon the death of Norman Victor Kinsey of
Shreveport
A CONCURRENT RESOLUTI ON1
To express sincere and heartfelt condolences upon the death of Norman Victor Kinsey of2
Shreveport.3
WHEREAS, it was with deep regret and profound sorrow that the members of the4
Legislature of Louisiana learned of the death of Norman Victor Kinsey on Sunday,5
September 11, 2011, at the age of ninety; and6
WHEREAS, on January 7, 1921, Norman Victor Kinsey was born to Norman Victor7
Kinsey, Sr., and Eleanor Lamkin Kinsey in Shreveport, Louisiana; and8
WHEREAS, Mr. Kinsey attended Creswell Grammar School, Byrd High School, and9
Louisiana State University, and his studies were temporarily interrupted by World War II,10
in which he served with great valor and fortitude; he entered the United States Army Air11
Corps as a 2nd Lieutenant in 1942, and during the war, he served as part of an invasion fleet12
that landed in Morocco and fought across North Africa, ultimately finishing the war in Italy;13
his military decorations included an amphibious assault arrowhead, nine battle stars, two14
Presidential Unit Citations, and the Bronze Star; and15
WHEREAS, following his exemplary military service, Mr. Kinsey returned to16
Shreveport with the rank of major and re-entered LSU Law School in January 1946, earning17
two degrees in 1947, a bachelor's degree in business administration and a bachelor of laws;18
and19
WHEREAS, after completing his education, Mr. Kinsey returned to Shreveport to20
join his father in business, and they were pioneers during the early days of the oil and gas21
industry in the area; they participated in the development of the Carthage Field in East Texas22 HCR NO. 38

and the founding of Transco Energy Company, Pacific Northwest Pipeline, Texas Illinois1
Natural Gas Pipeline, and Piedmont Natural Gas Company; following his father's death in2
1960, Mr. Kinsey successfully ran the family business over the next fifty-one years, and in3
addition to thirty-one years of service on the board of directors of Transco Energy Company,4
he was involved with other business ventures as well, including the exploration, production,5
and transportation of energy, real estate development, timber, venture capital, and other6
personal investments; and7
WHEREAS, as a strong supporter of education, Mr. Kinsey cofounded the8
Montessori School for Shreveport and the Ridgewood Montessori School, established the9
LSU at Shreveport American Studies Program,  and annually sponsored fellowships for10
Caddo Parish secondary school teachers to attend the Colonial Williamsburg Summer11
Teachers Institute; and12
WHEREAS, Mr. Kinsey also participated in the Tarshar Society and the Raleigh13
Tavern Society of Colonial Williamsburg and was an active member of the United States14
State Department Fine Arts Committee in Washington, D.C., which maintains the diplomatic15
reception rooms for visiting foreign dignitaries and heads of state, an affiliation through16
which he met numerous secretaries of states and presidents of the United States; and17
WHEREAS, Mr. Kinsey made many significant contributions to his fellow citizens18
as a member and leader of numerous local, state, and national civic organizations, including19
the Public Affairs Research Council of Louisiana, the Council for a Better Louisiana, and20
the Boy Scouts of America Norwela Council, and he was the deserving recipient of21
numerous honors and awards, including several for his dedicated service to the Boy Scouts22
of America, the Brotherhood Humanitarian Award from the National Conference of23
Christians and Jews, being named the Businessman of the Year by the Shreveport Chamber24
of Commerce, being named Pilot of the Year by LSU at Shreveport, being named a25
Louisiana Legend by Louisiana Public Broadcasting, and being inducted into the C.E. Byrd26
High School Hall of Fame, the E.J. Ourso College of Business Hall of Distinction, and the27
LSU Distinguished Alumni Association; and28
WHEREAS, in addition to his many professional and civic achievements, Mr. Kinsey29
was a devoted family man, and with his family, he enjoyed a variety of hobbies, including30 HCR NO. 38

traveling to all seven continents and the North Pole, photography, sailing, powerboating,1
hunting, fishing, classical music, cooking, fine wines, and working in his machine shop; he2
was active in the United States Power Squadron, in which he rose to the rank of Navigator,3
and frequently took his family on boating trips; he and his sons hosted numerous memorable4
hunting trips to the family farm in South Texas; he was a founding member of the5
Sous-Commanderie du Shreveport of the Confrerie des Chevaliers du Tastevin, an6
international Burgundian wine society, and was awarded the title of Grand Officier7
Honoraire; and8
WHEREAS, Mr. Kinsey was an active member of his community as a longtime9
member and lay reader at St. Paul's Episcopal Church and as a member of the Shreveport10
Club, Shreveport Country Club, Shreveport Petroleum Club, Shreveport Yacht Club, Dallas11
Petroleum Club, and Houston Petroleum Club; and12
WHEREAS, Mr. Kinsey is survived by his beloved wife of fifty-seven years,13
Margaret Mary "Peggy" Wright Kinsey, their four children, Glenn Victor Kinsey, husband14
of Ellen Sheridan Kinsey, Christopher Mahr Kinsey, husband of Judith Mayer Kinsey,15
Rebecca Louise Kinsey, and Richard Norman Kinsey, and by Levin Sewell Kinsey; he is16
also survived by eight grandchildren, Kara, Camille, Eleanor, Bridget, Patrick, Maria, Anna,17
and Austin; and18
WHEREAS, the death of Mr. Kinsey has left a tremendous void in his community19
and has created a genuine sense of sorrow in the many individuals who mourn the loss of the20
kind nature and bright mind of this wonderful man whose memory shall forever remain alive21
in their minds and hearts.22
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby23
express sincere and heartfelt condolences upon the death of Norman Victor Kinsey of24
Shreveport and does hereby extend posthumous honor and recognition to Mr. Kinsey for his25
incomparable legacy which is marked by the deep pride and honor that he will forever bring26
to his family, friends, community, state, and nation.27
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted28
to the family of Norman Victor Kinsey.29 HCR NO. 38
