ENROLLED Page 1 of 4 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 38 BY REPRESENTATIVE CARMODY AND SENATOR GALLOT A CONCURRENT RESOLUTI ON To express sincere and heartfelt condolences upon the death of Norman Victor Kinsey of Shreveport. WHEREAS, it was with deep regret and profound sorrow that the members of the Legislature of Louisiana learned of the death of Norman Victor Kinsey on Sunday, September 11, 2011, at the age of ninety; and WHEREAS, on January 7, 1921, Norman Victor Kinsey was born to Norman Victor Kinsey, Sr., and Eleanor Lamkin Kinsey in Shreveport, Louisiana; and WHEREAS, Mr. Kinsey attended Creswell Grammar School, Byrd High School, and Louisiana State University, and his studies were temporarily interrupted by World War II, in which he served with great valor and fortitude; he entered the United States Army Air Corps as a 2nd Lieutenant in 1942, and during the war, he served as part of an invasion fleet that landed in Morocco and fought across North Africa, ultimately finishing the war in Italy; his military decorations included an amphibious assault arrowhead, nine battle stars, two Presidential Unit Citations, and the Bronze Star; and WHEREAS, following his exemplary military service, Mr. Kinsey returned to Shreveport with the rank of major and re-entered LSU Law School in January 1946, earning two degrees in 1947, a bachelor's degree in business administration and a bachelor of laws; and WHEREAS, after completing his education, Mr. Kinsey returned to Shreveport to join his father in business, and they were pioneers during the early days of the oil and gas industry in the area; they participated in the development of the Carthage Field in East Texas and the founding of Transco Energy Company, Pacific Northwest Pipeline, Texas Illinois Natural Gas Pipeline, and Piedmont Natural Gas Company; following his father's death in ENROLLEDHCR NO. 38 Page 2 of 4 1960, Mr. Kinsey successfully ran the family business over the next fifty-one years, and in addition to thirty-one years of service on the board of directors of Transco Energy Company, he was involved with other business ventures as well, including the exploration, production, and transportation of energy, real estate development, timber, venture capital, and other personal investments; and WHEREAS, as a strong supporter of education, Mr. Kinsey cofounded the Montessori School for Shreveport and the Ridgewood Montessori School, established the LSU at Shreveport American Studies Program, and annually sponsored fellowships for Caddo Parish secondary school teachers to attend the Colonial Williamsburg Summer Teachers Institute; and WHEREAS, Mr. Kinsey also participated in the Tarshar Society and the Raleigh Tavern Society of Colonial Williamsburg and was an active member of the United States State Department Fine Arts Committee in Washington, D.C., which maintains the diplomatic reception rooms for visiting foreign dignitaries and heads of state, an affiliation through which he met numerous secretaries of states and presidents of the United States; and WHEREAS, Mr. Kinsey made many significant contributions to his fellow citizens as a member and leader of numerous local, state, and national civic organizations, including the Public Affairs Research Council of Louisiana, the Council for a Better Louisiana, and the Boy Scouts of America Norwela Council, and he was the deserving recipient of numerous honors and awards, including several for his dedicated service to the Boy Scouts of America, the Brotherhood Humanitarian Award from the National Conference of Christians and Jews, being named the Businessman of the Year by the Shreveport Chamber of Commerce, being named Pilot of the Year by LSU at Shreveport, being named a Louisiana Legend by Louisiana Public Broadcasting, and being inducted into the C.E. Byrd High School Hall of Fame, the E.J. Ourso College of Business Hall of Distinction, and the LSU Distinguished Alumni Association; and WHEREAS, in addition to his many professional and civic achievements, Mr. Kinsey was a devoted family man, and with his family, he enjoyed a variety of hobbies, including traveling to all seven continents and the North Pole, photography, sailing, powerboating, hunting, fishing, classical music, cooking, fine wines, and working in his machine shop; he was active in the United States Power Squadron, in which he rose to the rank of Navigator, ENROLLEDHCR NO. 38 Page 3 of 4 and frequently took his family on boating trips; he and his sons hosted numerous memorable hunting trips to the family farm in South Texas; he was a founding member of the Sous-Commanderie du Shreveport of the Confrerie des Chevaliers du Tastevin, an international Burgundian wine society, and was awarded the title of Grand Officier Honoraire; and WHEREAS, Mr. Kinsey was an active member of his community as a longtime member and lay reader at St. Paul's Episcopal Church and as a member of the Shreveport Club, Shreveport Country Club, Shreveport Petroleum Club, Shreveport Yacht Club, Dallas Petroleum Club, and Houston Petroleum Club; and WHEREAS, Mr. Kinsey is survived by his beloved wife of fifty-seven years, Margaret Mary "Peggy" Wright Kinsey, their four children, Glenn Victor Kinsey, husband of Ellen Sheridan Kinsey, Christopher Mahr Kinsey, husband of Judith Mayer Kinsey, Rebecca Louise Kinsey, and Richard Norman Kinsey, and by Levin Sewell Kinsey; he is also survived by eight grandchildren, Kara, Camille, Eleanor, Bridget, Patrick, Maria, Anna, and Austin; and WHEREAS, the death of Mr. Kinsey has left a tremendous void in his community and has created a genuine sense of sorrow in the many individuals who mourn the loss of the kind nature and bright mind of this wonderful man whose memory shall forever remain alive in their minds and hearts. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby express sincere and heartfelt condolences upon the death of Norman Victor Kinsey of Shreveport and does hereby extend posthumous honor and recognition to Mr. Kinsey for his incomparable legacy which is marked by the deep pride and honor that he will forever bring to his family, friends, community, state, and nation.
