HOUSE CONCURRENT RESOLUTI ON NO. 64
BY REPRESENTATIVES SCHRODER, LEGER, AND JIM MORRIS
WILDLIFE & FISHERIES DEP: Requests the Dept. of Wildlife and Fisheries to study for
possible implementation the issuance of hunting and recreational fishing licenses for
a year from the date of issuance
A CONCURRENT RESOLUTI ON1
To urge and request the Department of Wildlife and Fisheries to study for possible2
implementation a system for the issuance of hunting and recreational fishing licenses3
that would involve a term of effectiveness for each license for a year from the date4
of issuance.5
WHEREAS, at the current time, the Department of Wildlife and Fisheries issues all6
recreational fishing licenses beginning June first of each year effective through June thirtieth7
of the following calendar year; and8
WHEREAS, no matter when a particular hunting season is scheduled, all hunting9
licenses are issued by the Department of Wildlife and Fisheries beginning June first of each10
year effective through June thirtieth of the following calendar year; and11
WHEREAS, those people interested in hunting and fishing are most likely to12
remember to purchase their required licenses immediately prior to their first opportunity13
each year to engage in the activity, either hunting or fishing; and14
WHEREAS, many times those first opportunities fall sometime during the license15
year; in fact, sometimes that first opportunity may be turkey hunting for which open season16
is in the spring, thereby, making the annual license only effective for a small portion of the17
year and not as cost effective for the purchaser; and18
WHEREAS, sometimes the knowledge that the annual license will only be effective19
for a small portion of the year discourages the person from purchasing the license, possibly20 HLS 12RS-1711	ORIGINAL

resulting in a loss revenue for the department and a loss of a potential long-term customer1
for the department; and2
WHEREAS, the knowledge that a license will be effective for only a small portion3
of the year can even result in an increase in illegal hunting or fishing, which is a negative4
situation for all hunters and fishermen in the state; and5
WHEREAS, a license term that is a year from the date of purchase means that every6
person who purchases a hunting or fishing license will receive the same value and same term7
of effectiveness.8
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby9
urge and request the Department of Wildlife and Fisheries to study for possible10
implementation a system for the issuance of hunting and recreational fishing licenses that11
would involve a term of effectiveness for each license for a year from the date of issuance.12
BE IT FURTHER RESOLVED that a copy of this Resolution be forwarded to the13
secretary of the Department of Wildlife and Fisheries.14
