ENROLLED Page 1 of 2 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 64 BY REPRESENTATIVES SCHRODER, LEGER, AND JIM MORRIS A CONCURRENT RESOLUTI ON To urge and request the Department of Wildlife and Fisheries to study for possible implementation a system for the issuance of hunting and recreational fishing licenses that would involve a term of effectiveness for each license for a year from the date of issuance. WHEREAS, at the current time, the Department of Wildlife and Fisheries issues all recreational fishing licenses beginning June first of each year effective through June thirtieth of the following calendar year; and WHEREAS, no matter when a particular hunting season is scheduled, all hunting licenses are issued by the Department of Wildlife and Fisheries beginning June first of each year effective through June thirtieth of the following calendar year; and WHEREAS, those people interested in hunting and fishing are most likely to remember to purchase their required licenses immediately prior to their first opportunity each year to engage in the activity, either hunting or fishing; and WHEREAS, many times those first opportunities fall sometime during the license year; in fact, sometimes that first opportunity may be turkey hunting for which open season is in the spring, thereby, making the annual license only effective for a small portion of the year and not as cost effective for the purchaser; and WHEREAS, sometimes the knowledge that the annual license will only be effective for a small portion of the year discourages the person from purchasing the license, possibly resulting in a loss revenue for the department and a loss of a potential long-term customer for the department; and WHEREAS, the knowledge that a license will be effective for only a small portion of the year can even result in an increase in illegal hunting or fishing, which is a negative situation for all hunters and fishermen in the state; and ENROLLEDHCR NO. 64 Page 2 of 2 WHEREAS, a license term that is a year from the date of purchase means that every person who purchases a hunting or fishing license will receive the same value and same term of effectiveness. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the Department of Wildlife and Fisheries to study for possible implementation a system for the issuance of hunting and recreational fishing licenses that would involve a term of effectiveness for each license for a year from the date of issuance.
