HLS 12RS-918 ENGROSSED Page 1 of 3 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 86 BY REPRESENTATIVE THOMPSON SCHOOLS/EMPLOYEES: Requests the State Board of Elementary and Secondary Education to study the advantages and disadvantages of enacting a law limiting the salary amounts for certain public school administrators to that paid to teachers A CONCURRENT RESOLUTI ON1 To urge and request the State Board of Elementary and Secondary Education to study the2 advantages and disadvantages of enacting a state law to limit the salary amount paid3 to public school administrators, with certain exceptions, to the amount paid to4 teachers in the same school system and to report its findings and recommendations5 at least sixty days prior to the 2013 Regular Session of the Legislature of Louisiana.6 WHEREAS, the contribution of teachers to student learning and outcomes is widely7 recognized; and8 WHEREAS, many agree that a teacher's effectiveness can have more impact on9 student learning than any other factor under the control of the school system; and10 WHEREAS, research shows that effective teachers can make a difference in student11 performance and effective principals can help teachers succeed; and12 WHEREAS, teachers and school leaders are being challenged to transform13 educational outcomes, often under difficult conditions; and14 WHEREAS, states are making progress in efforts to ensure that teachers and leaders15 have access to the preparation, support, and collaboration opportunities necessary for16 success; and17 WHEREAS, as part of a strong, well-supported instructional team, these important18 educators can equip students with the skills and competencies they need to become active19 citizens and workers in the twenty-first century; and 20 HLS 12RS-918 ENGROSSED HCR NO. 86 Page 2 of 3 WHEREAS, because effective teachers and administrators can play equally1 significant roles in the education of our children, it is imperative that a study be conducted2 in order to determine whether there should be a state law to require that these educators are3 appropriately compensated so that the best teachers are able to remain in the classroom and4 receive appropriate compensation and do not have to leave the classroom to pursue an5 administrative position in order to obtain an increase in compensation.6 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby7 urge and request the State Board of Elementary and Secondary Education to study the8 advantages and disadvantages of enacting a state law to limit the salary amount paid to9 public school administrators, except local superintendents, chief financial officers, and10 principals, to the amount paid to teachers in the same school system and to report its findings11 and recommendations to the House Committee on Education and the Senate Committee on12 Education at least sixty days prior to the convening of the 2013 Regular Session of the13 Legislature.14 BE IT FURTHER RESOLVED that such study shall include but not be limited to the15 following:16 (1) Current salary differentiations among teachers and school administrators in the17 same school system, except local superintendents, chief financial officers, and principals.18 (2) Best practices in salary payment procedures and strategies for achieving parity.19 (3) A model organizational chart which shows the administrative positions necessary20 for a successful school system which promotes adequately compensating teachers so that21 good teachers remain in the classroom and receive appropriate pay and do not have to leave22 the classroom to undertake an administrative position in order to obtain competitive23 compensation.24 (4) Any applicable policies, rules, regulations, and laws.25 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the26 president of the State Board of Elementary and Secondary Education and the state27 superintendent of education.28 HLS 12RS-918 ENGROSSED HCR NO. 86 Page 3 of 3 DIGEST The digest printed below was prepared by House Legislative Services.
