HLS 12RS-2083 ORIGINAL Page 1 of 2 Regular Session, 2012 HOUSE CONCURRENT RESOLUTI ON NO. 94 BY REPRESENTATIVE JONES AND SENATOR LONG CONGRESS: Memorializes congress to encourage and enable the Federal Energy Regulatory Commission to review and approve Cheniere's Sabine Pass Liquid Natural Gas facility A CONCURRENT RESOLUTI ON1 To memorialize the United States Congress to take such actions as are necessary to2 encourage and enable the Federal Energy Regulatory Commission to expedite the3 review and approval of Cheniere Energy's Sabine Pass Liquified Natural Gas facility4 and to streamline the approval process for similar export facilities to magnify the5 economic benefits of liquified natural gas exports throughout the region and nation.6 WHEREAS, Cheniere Energy plans to invest ten billion dollars into an liquified7 natural gas (LNG) export facility located in Cameron Parish, Louisiana; and8 WHEREAS, Cheniere's Sabine Pass LNG Export facility will have significant9 economic benefits for the Louisiana and national economies; and10 WHEREAS, Cheniere's Sabine Pass LNG Export Facility will result in an average11 of one thousand eight hundred construction jobs over a five-year period, over one billion12 dollars paid in wages and benefits during construction, and an additional two hundred13 permanent jobs in Cameron Parish; and14 WHEREAS, Cheniere's Sabine Pass LNG Export facility will create a demand for15 two billion cubic feet (bcf) of natural gas drawn from areas such as Louisiana's Haynesville16 Shale and will support between thirty thousand and fifty thousand jobs in the exploration and17 production industry; and18 WHEREAS, Cheniere's Sabine Pass LNG Export facility will provide a stable and19 secure energy source for America's allies around the world; and20 HLS 12RS-2083 ORIGINAL HCR NO. 94 Page 2 of 2 WHEREAS, Cheniere's Sabine Pass LNG Export facility will bring needed jobs and1 development to Cameron Parish, Louisiana, and encourage growth in the southwest2 Louisiana region; and3 WHEREAS, the Cheniere's Sabine Pass site has been subjected to three extensive4 environmental reviews by the Federal Energy Regulatory Commission resulting in findings5 of no significant impact in an initial Environmental Impact Statement and two6 Environmental Assessments; and7 WHEREAS, the Federal Energy Regulatory Commission's current review of8 Cheniere's Sabine Pass LNG Export Facility has been ongoing since July 2010; and9 WHEREAS, Cheniere has demonstrated that they are a safe and responsible operator,10 steward of the local environment, and responsible corporate citizen.11 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby12 memorialize the United States Congress to take such actions as are necessary to encourage13 and enable the Federal Energy Regulatory Commission to expedite the review and approval14 of Cheniere Energy's Sabine Pass Liquified Natural Gas facility and to streamline the15 approval process for similar export facilities to magnify the economic benefits of liquified16 natural gas exports throughout the region and nation.17 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the18 presiding officers of the Senate and the House of Representatives of the Congress of the19 United States of America and to each member of the Louisiana congressional delegation.20 DIGEST The digest printed below was prepared by House Legislative Services.
