HLS 12RS-5171 ORIGINAL Page 1 of 3 Regular Session, 2012 HOUSE RESOLUTION NO. 164 BY REPRESENTATIVE HARRISON HEALTH: Directs DHH to submit a report on the status of Act No. 299 of the 2011 R.S. A RESOLUTION1 To authorize and direct the Department of Health and Hospitals to submit a report on the2 status of implementation of the comprehensive plan addressing the delivery of3 quality services to persons receiving home- and community-based services as4 mandated by Act No. 299 of the 2011 Regular Session of the Legislature to the5 House Committee on Health and Welfare and the Senate Committee on Health and6 Welfare.7 WHEREAS, Act No. 299 of the 2011 Regular Session of the Legislature statutorily8 directed the Department of Health and Hospitals to develop a comprehensive plan to address9 the delivery of quality services to a person receiving home- and community-based services10 and to submit a plan for implementation to the House Committee on Health and Welfare and11 the Senate Committee on Health and Welfare by January 15, 2012; and12 WHEREAS, Act No. 299 also mandated that the plan address the following: (1)13 accreditation of home- and community-based service providers; (2) compliance to assure14 that all home- and community-based service providers meet the standards for licensure and15 plan for monitoring to ensure ongoing compliance; (3) appropriate revisions to streamline16 the procedures for the billing of home- and community-based services and the monitoring17 thereof to reduce fraud and errors; (4) mandatory cost reporting by providers of home- and18 community-based services to verify expenditures and for use in determining appropriate19 reimbursement rates; (5) appropriate revisions to streamline the delivery of support20 coordination and ensure that these services are timely, cost-effective, and efficient; (6)21 HLS 12RS-5171 ORIGINAL HR NO. 164 Page 2 of 3 review reimbursement rate methodologies to promote administrative efficiencies and reflect1 the cost of providing quality home- and community-based services; (7) the use of2 technology to simplify the training, delivery, monitoring, and payment for home- and3 community-based services; (8) revision to requirements for Medicaid enrollment to promote4 sustainable quality home- and community-based services; (9) provide for the use of5 organized health care delivery systems as an option for the provision of Medicaid-funded6 home- and community-based services; and7 WHEREAS, the Department of Health and Hospitals convened a wide variety of8 stakeholders and produced a report that addressed these nine focus areas, outlining9 recommendations and a plan for implementation of the recommendations and submitted it10 to the House Committee on Health and Welfare and the Senate Committee on Health and11 Welfare; and12 WHEREAS, the Department of Health and Hospitals believes that implementation13 of the plan has begun to produce the desired results of improved quality and cost-14 effectiveness as well as compliance with licensure standards; and15 WHEREAS, the Legislature of Louisiana has been actively involved in enacting16 legislation to control costs and improve quality in home- and community-based services and17 has an ongoing interest in seeing the plan fully implemented.18 THEREFORE, BE IT RESOLVED that the House of Representatives of the19 Legislature of Louisiana does hereby authorize and direct the Department of Health and20 Hospitals to submit a report on the status of implementation of the comprehensive plan21 addressing the delivery of quality services to persons receiving home- and community-based22 services as mandated by Act No. 299 of the 2011 Regular Session of the Legislature to the23 House Committee on Health and Welfare and the Senate Committee on Health and Welfare.24 BE IT FURTHER RESOLVED that the department shall submit the report on or25 before February 1, 2013.26 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the27 secretary of the Department of Health and Hospitals.28 HLS 12RS-5171 ORIGINAL HR NO. 164 Page 3 of 3 DIGEST The digest printed below was prepared by House Legislative Services.
