ENROLLED Page 1 of 2 Regular Session, 2012 HOUSE RESOLUTION NO. 164 BY REPRESENTATIVES HARRISON AND BARROW A RESOLUTION To authorize and direct the Department of Health and Hospitals to submit a report on the status of implementation of the comprehensive plan addressing the delivery of quality services to persons receiving home- and community-based services as mandated by Act No. 299 of the 2011 Regular Session of the Legislature to the House Committee on Health and Welfare and the Senate Committee on Health and Welfare. WHEREAS, Act No. 299 of the 2011 Regular Session of the Legislature statutorily directed the Department of Health and Hospitals to develop a comprehensive plan to address the delivery of quality services to a person receiving home- and community-based services and to submit a plan for implementation to the House Committee on Health and Welfare and the Senate Committee on Health and Welfare by January 15, 2012; and WHEREAS, Act No. 299 also mandated that the plan address the following: (1) accreditation of home- and community-based service providers; (2) compliance to assure that all home- and community-based service providers meet the standards for licensure and plan for monitoring to ensure ongoing compliance; (3) appropriate revisions to streamline the procedures for the billing of home- and community-based services and the monitoring thereof to reduce fraud and errors; (4) mandatory cost reporting by providers of home- and community-based services to verify expenditures and for use in determining appropriate reimbursement rates; (5) appropriate revisions to streamline the delivery of support coordination and ensure that these services are timely, cost-effective, and efficient; (6) review reimbursement rate methodologies to promote administrative efficiencies and reflect the cost of providing quality home- and community-based services; (7) the use of technology to simplify the training, delivery, monitoring, and payment for home- and community-based services; (8) revision to requirements for Medicaid enrollment to promote ENROLLEDHR NO. 164 Page 2 of 2 sustainable quality home- and community-based services; (9) provide for the use of organized health care delivery systems as an option for the provision of Medicaid-funded home- and community-based services; and WHEREAS, the Department of Health and Hospitals convened a wide variety of stakeholders and produced a report that addressed these nine focus areas, outlining recommendations and a plan for implementation of the recommendations and submitted it to the House Committee on Health and Welfare and the Senate Committee on Health and Welfare; and WHEREAS, the Department of Health and Hospitals believes that implementation of the plan has begun to produce the desired results of improved quality and cost- effectiveness as well as compliance with licensure standards; and WHEREAS, the Legislature of Louisiana has been actively involved in enacting legislation to control costs and improve quality in home- and community-based services and has an ongoing interest in seeing the plan fully implemented. THEREFORE, BE IT RESOLVED that the House of Representatives of the Legislature of Louisiana does hereby authorize and direct the Department of Health and Hospitals to submit a report on the status of implementation of the comprehensive plan addressing the delivery of quality services to persons receiving home- and community-based services as mandated by Act No. 299 of the 2011 Regular Session of the Legislature to the House Committee on Health and Welfare and the Senate Committee on Health and Welfare. BE IT FURTHER RESOLVED that the department shall submit the report on or before February 1, 2013.
