HOUSE RESOLUTION NO. 38

CONDOLENCES: Expresses condolences upon the death of Charles Helm Masters, Jr., of
Baton Rouge
A RESOLUTION1
To express sincere and heartfelt condolences upon the death of Charles Helm Masters, Jr.,2
of Baton Rouge.3
WHEREAS, it is with deep regret and profound sorrow that the members of the4
House of Representatives of the Legislature of Louisiana have learned of the death of5
Charles Helm Masters, Jr., of Baton Rouge on Monday, April 9, 2012, at the age of eighty;6
and7
WHEREAS, Mr. Masters was born in Marksville on December 23, 1931, and8
attended Marksville High School, graduating in 1950; and 9
WHEREAS, from 1950 until 1954, Mr. Masters attended the University of Notre10
Dame, where he received his bachelor of arts degree in economics; he became a loyal and11
consistent benefactor to Notre Dame throughout his lifetime; and 12
WHEREAS, Mr. Masters returned to Avoyelles Parish after college and joined his13
father, Charles Helm Masters, Sr., in business, operating and owning Ideal Chevrolet and14
various other enterprises for thirty-seven years; and15
WHEREAS, Mr. Masters was a community leader throughout his lifetime, from his16
early days as an Eagle Scout and his gubernatorial appointments to various state17
commissions to serving as chief executive officer of Union Bank of Marksville; and18
WHEREAS, Mr. Masters was a member of various civic organizations, including19 HLS 12RS-2616	ORIGINAL

the Kisatchie National Park for Preservation, the Association of Special Needs Children in1
Avoyelles Parish, of which he served as president, the Marksville Beautification Project,2
the Marksville Chamber of Commerce, and the Young Presidents Organization; and3
WHEREAS, Mr. Masters was preceded in death by his father, Charles Helm Masters,4
Sr., and his mother, Marie Agnes Moreau; and 5
WHEREAS, Mr. Masters is survived by his wife, Gwen L. Masters; his children,6
Coral Marie Masters, her two children, and five grandchildren; Donna Lea Childress and7
spouse, Lamar; John David Masters and spouse, Janet, his child, and one grandchild;8
Claudette "Detty" Masters; Michele Ann LaCombe and spouse, Jody, and their three9
children; and Mary "Aggie" Littleton and spouse, Ronnie, and their two children; and his10
step-daughters, Monica Joubert and spouse, Jacques, and their two children; Veronica11
Soileau and spouse, Jody; and Angie Myers and spouse, Brandon; and12
WHEREAS, with the death of Mr. Masters, Louisiana has lost one of her finest13
citizens, a gentleman of many gifts and talents who has left an indelible mark on the lives14
of those he touched; and15
WHEREAS, although the death of Charles Helm Masters, Jr., has left a tremendous16
void in his community, his memory shall live forever in the minds and hearts of all who17
loved him and all who had the pleasure of knowing him.18
THEREFORE, BE IT RESOLVED that the House of Representatives of the19
Legislature of Louisiana does hereby express sincere and heartfelt condolences upon the20
death of Charles Helm Masters, Jr., of Baton Rouge, does hereby record for posterity his21
outstanding accomplishments and singular contributions, and does hereby extend enduring22
appreciation for the tremendous pride and honor that this wonderful man will forever bring23
to his family, friends, community, state, and nation.24
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted25
to the family of Charles Helm Masters, Jr.26 HLS 12RS-2616	ORIGINAL
