HOUSE RESOLUTION NO. 44
BY REPRESENTATIVE SHADOIN
A RESOLUTION
To commend Charles "Charlie" Tubre for his extraordinary advocacy on behalf of persons
with disabilities and the elderly in Louisiana.
WHEREAS, it is appropriate to commend Charles "Charlie" Tubre, a widely
respected and admired advocate for persons with disabilities and the elderly throughout
Louisiana; and
WHEREAS, Charlie Tubre was born to Richard and Wilma Tubre in Oakdale,
Louisiana; and
WHEREAS, when Mr. Tubre was fourteen years old, he injured his spinal cord in
a diving accident, and has dedicated his life to helping persons with disabilities and the
elderly to live full and productive lives; and
WHEREAS, Mr. Tubre graduated from Oakdale High School and received his
bachelor of arts degree in sociology from the University of New Orleans; and
WHEREAS, for many years, Charlie Tubre has fought for the rights of individuals
with disabilities and those who are elderly by identifying problems and tirelessly advocating
for solutions; and
WHEREAS, Mr. Tubre serves as a systems advocacy specialist at the Advocacy
Center in New Orleans, a state-funded nonprofit corporation organized in 1978 to protect the
rights of persons with mental or physical disabilities, advocate for the rights of group home
residents, and provide legal assistance to nursing home residents and Louisianians over the
age of sixty in Orleans, Plaquemines, and St. Tammany parishes; and
WHEREAS, among his many other worthy efforts, Mr. Tubre works diligently to
help people with disabilities find housing in New Orleans; recently, he helped thirty-five
people receive Home Choice Vouchers from the Housing Authority of New Orleans, which
will pay for the majority of their housing costs; and ENROLLEDHR NO. 44

WHEREAS, Mr. Tubre also works to make the city of New Orleans more wheelchair
accessible; recently, he has advocated for projects that provide accessible paths of travel in
downtown New Orleans, which have given residents, convention participants, and hotel
guests who use mobility devices the ability to travel from hotels to tourist attractions by way
of wheelchair accessible streetcars; and
WHEREAS, in recognition of his remarkable achievements and unwavering
commitment, the Advocacy Center is dedicating its new building to Mr. Tubre in April of
2012; and
WHEREAS, Charlie Tubre merits a special measure of commendation for his highly
productive and effective efforts toward improving the welfare of his fellow citizens.
THEREFORE, BE IT RESOLVED that the House of Representatives of the
Legislature of Louisiana does hereby commend Charles "Charlie" Tubre of New Orleans for
his unwavering dedication to advancing the interests of Louisiana's disabled and elderly,
does hereby record for posterity his outstanding accomplishments and singular contributions,
and does hereby extend enduring appreciation for the tremendous pride and honor that this
wonderful man brings to his family, friends, community, and state.
BE IT FURTHER RESOLVED that a suitable copy of this Resolution be transmitted
to Charles "Charlie" Tubre.
