POSTSECONDARY ED. Provides relative to postsecondary education articulation and
transfer requirements. (gov sig)
AN ACT1
To amend and reenact R.S. 17:3164(A)(2)(b), 3167(E), and 3168, relative to postsecondary2
education; to provide relative to articulation and transfer of credit between and3
among public secondary and postsecondary educational institutions; to provide4
relative to the development and implementation of a statewide common course5
numbering system; to provide relative to reporting requirements; and to provide for6
related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 17:3164(A)(2)(b), 3167(E), and 3168 are hereby amended and9
reenacted to read as follows: 10
§3164. Common Course Numbering System11

(b) The development and implementation of the statewide common course16

(i) All courses required for completion of associate of arts and associate of1
science degree programs approved by the council for transfer to four-year2
educational institutions. Common course numbers shall first be developed and3
assigned to the required general education courses, and then for the specified4
common course prerequisites.5
(ii) All lower division courses.6
(iii) All undergraduate courses.7
(i) All  courses contained in the general education core curriculum as8
established by the Board of Regents.9
(ii) All courses required for completion of the associate of arts and10
associate of science transfer degrees.11
(iii)  All  remaining lower division courses.12
(iv)  All  remaining undergraduate courses.13

§3167. Implementation and funding15

E.(1) The highest priority implementation category for the statewide course17
numbering system, relative to the transfer of approved associate degrees, shall be18
completed not later than the beginning of the 2010-2011 academic year.19
(2) All remaining lower division and undergraduate courses shall then be20
evaluated and incorporated into the system as provided in this Chapter and the21
statewide course numbering system shall be completed and fully implemented not22
later than the end of the 2011-2012 academic year.23
(1)   Common course numbers and content for the courses contained in24
the Board of Regents' general education core curriculum shall be established25
by the beginning of the 2012-2013 academic year.26
(2) Common course numbers and content for the courses required for27
completion of the associate of arts and associate of science transfer degrees shall28
be established by the beginning of the 2013-2014 academic year.29 SB NO. 104

(3) Common course numbers and content for all remaining lower1
division courses shall be established by the beginning of the 2014-2015 academic2
year.3
(4)  Common course numbers and content for all remaining4
undergraduate courses shall be established by the end of the 2015-20165
academic year.6

§3168. Reporting8
Beginning in 2010, the  The Board of Regents shall submit a written report9
to the Senate and House committees on education, not later than January thirty-first10
and July thirty-first of each year, on the status of statewide articulation and transfer11
of credit across all educational institutions in Louisiana as provided in this Chapter.12
Such report shall, at a minimum, include the following:13
(1) The number and percentage of students who complete an associate14
transfer degree program.15
(2) The number and percentage of students who earn an associate16
transfer degree and subsequently transfer to a four-year college or university.17
(3) The number and percentage of transfer students who complete a18
baccalaureate degree, to be reported in aggregate and by the individual19
postsecondary institution awarding such degree.20
(4) A comparison of the academic performance of transfer students and21
native students including the number of credits earned, degrees awarded, and22
time to completion of degree. Such information shall be reported in aggregate23
and by each institution of postsecondary education.24
Section 2. This Act shall become effective upon signature by the governor or, if not25
signed by the governor, upon expiration of the time for bills to become law without signature26
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If27
vetoed by the governor and subsequently approved by the legislature, this Act shall become28
effective on the day following such approval.29 SB NO. 104

DIGEST
Present law provides that a statewide common course numbering system be established to
facilitate the transfer of students and course credits between and among secondary and
postsecondary educational institutions. Further provides that the development and
implementation of the statewide common course numbering system be prioritized as follows:
(1)All courses required for completion of associate of arts and associate of science
degree programs.
Present law provides that this segment of the common course numbering
system be implemented by the beginning of the 2010-2011 academic year.
(2)All lower division courses.
Present law provides that this segment of the common course numbering
system be implemented by the end of the 2011-2012 academic year.
(3)All undergraduate courses.
Present law provides that this segment of the common course numbering
system be implemented by the end of the 2011-2012 academic year.
Proposed law deletes present law implementation requirements and provides for
development and implementation of the statewide common course numbering system for
postsecondary education as follows:
(1) All courses contained in the  Board of Regents' general education core curriculum.
To be implemented by the beginning of the 2012-2013 academic year.
(2)All courses required for completion of the associate of arts and associate of science
transfer degrees.
To be implemented by the beginning of the 2013-2014 academic year.
(3)All  remaining lower division courses.
To be implemented by the beginning of the 2014-2015 academic year.
(4)All  remaining undergraduate courses.
To be implemented by the beginning of the 2015-2016 academic year.
Present law requires the Board of Regents to submit a written report to the Senate and House
committees on education, not later than January thirty-first and July thirty-first of each year,
on the status of statewide articulation and transfer of credit across all educational institutions
in the state.
Proposed law retains present law and additionally requires that such report include, at a
minimum, the following information:
(1)The number and percentage of students who complete an associate  transfer degree
program.
(2)The number and percentage of students who earn an associate transfer degree and
subsequently transfer to a four-year college or university.
(3)The number and percentage of transfer students who complete a baccalaureate
degree, to be reported in aggregate and by the individual postsecondary institution
