SENATE BILL NO. 224
BY SENATORS RISER AND AMEDEE AND REPRESENTATI VE PUGH 
FEES/LICENSES/PERMITS.  Authorizes proof of lifetime hunting, sports fishing, and
combination lifetime hunting and sports fishing licenses, certificate of firearm and hunter
education, and certificate of boating safety education on a drivers license. (8/1/12)
AN ACT1
To enact R.S. 32:410(A)(6), relative to the form and information on a driver's license; to2
provide an option to include certain special endorsement codes on a driver's license;3
to authorize endorsement codes for a lifetime hunting license, a lifetime sports4
fishing license, a combination lifetime hunting and sports fishing license, a firearm5
and hunter education certificate, and a boating safety education certificate; and to6
provide for related matters. 7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 32:410(A)(6) is hereby enacted to read as follows: 9
ยง410. Form of license; photograph, signature of licensee, anatomical gift statement,10
declaration of life-sustaining procedures, and additional information11
on license12

(6)(a) Beginning July 1, 2013, the office of motor vehicles of the14
Department of Public Safety and Corrections shall provide a method by which15
an applicant may choose to include a special endorsement code on his driver's16
license to indicate whether the applicant has been issued any of the following:17 SB NO. 224

(i) A lifetime hunting or fishing license issued pursuant to R.S. 56:649.11
et seq.2
(ii) A certificate of completion of firearm and hunter education issued3
pursuant to R.S. 56:699.5.4
(iii) A certificate of completion of boating safety education issued5
pursuant to R.S. 34:851.36.6
(b) Inclusion of a special endorsement code pursuant to Subparagraph7
(a) of this Paragraph on his driver's license shall be solely at the option of the8
applicant. If applicant opts to include any such endorsement code, possession9
of his driver's license which displays such endorsement code shall satisfy any10
requirement to possess and exhibit such license and certificate.11

Summary of Amendments Adopted by Senate
Committee Amendments Proposed by Senate Committee on Transportation,
Highways, and Public Works to the original bill
1. Requires OMV beginning July 1, 2013, to provide a method for an applicant
for driver's license to include a special endorsement code on a driver's license
to indicate whether applicant has been issued a lifetime hunting or fishing
license pursuant to R.S. 56:649.1, a certificate of completion of firearm and
hunter safety education pursuant to R.S. 56:699.5, or a certificate of
completion of boating safety education issued pursuant to R.S. 34:851.36.
2. Provides that inclusion of such special endorsement codes are solely at the
option of the applicant for a driver's license.
3. Provides that possession of a driver's license which includes such special
endorsement code satisfies any requirement to possess and exhibit such
