COMMUNITY TECH SYSTEM.  Merges certain La.Technical College campuses with
South Louisiana Community College. (gov sig)
AN ACT1
To enact R.S. 17:1994(C) and 3217.3, relative to community and technical colleges; to2
provide for the merger of the certain Louisiana Technical College campuses with3
South Louisiana Community College; to provide relative to the transfer of the4
students, employees, funds, obligations, property, programs, facilities, and functions5
of such technical college campuses to South Louisiana Community College; to6
provide relative to performance agreements with the Board of Regents; to provide7
for effectiveness; and to provide for related matters.8
Be it enacted by the Legislature of Louisiana:9
Section 1.  R.S. 17:1994(C) and 3217.3 are hereby enacted to read as follows: 10
§1994. Regional coordination and planning of postsecondary vocational-technical11
education; establishment and composition of regions12

C. The Acadian, Charles B. Coreil, Evangeline, Gulf Area, Lafayette, T.14
H. Harris, and Teche Area campuses of the Louisiana Technical College as15
provided for in R.S. 17:1994(B) (1), (7), (9), (12), (18), (38), and (40) shall be16
considered part of, and under the management of, the Louisiana Technical17 SB NO. 284

College until such time as each institution is merged with South Louisiana1
Community College and all funds, obligations, property, programs, facilities,2
and functions related to each such technical college campus are transferred to3
South Louisiana Community College.4

§3217.3. Louisiana Technical College; merger of certain campuses with South6
Louisiana Community College7
A. Effective July 1, 2012, the Acadian, Charles B. Coreil, Evangeline,8
Gulf Area, Lafayette, T. H. Harris, and Teche Area campuses of the Louisiana9
Technical College are hereby merged with South Louisiana Community College10
and on this date all funds, obligations, property, programs, facilities, and11
functions related to such technical college campuses are hereby transferred to12
South Louisiana Community College.13
B. All performance agreements between the Acadian, Charles B. Coreil,14
Evangeline, Gulf Area, Lafayette, T. H. Harris, and Teche Area campuses of the15
Louisiana Technical College and South Louisiana Community College and the16
Board of Regents executed pursuant to the provisions of R.S. 17:3139 et seq.,17
prior to the effective date of this Section shall remain in effect until such time18
as the performance agreement between South Louisiana Community College19
and the Board of Regents is modified to reflect the expanded mission of that20
institution and such modified performance agreement is certified by the Board21
of Supervisors of Community and Technical Colleges.22
C.(1) South Louisiana Community College shall provide educational23
programs and services through the locations and facilities that served as the24
Acadian, Charles B. Coreil, Evangeline, Gulf Area, Lafayette, T. H. Harris, and25
Teche Area campuses of the Louisiana Technical College prior to the effective26
date of this Section, and through any other postsecondary campus or institution27
which may become a part of South Louisiana Community College or its28
primary service delivery area.29 SB NO. 284

(2) Any student enrolled in a program or course of study at the Acadian,1
Charles B. Coreil, Evangeline, Gulf Area, Lafayette, T. H. Harris, or Teche2
Area campuses of the Louisiana Technical College shall be permitted to3
complete such program or course of study at no greater cost or conditions than4
those applicable to the student prior to the merger of such campuses with South5
Louisiana Community College, provided all applicable aid and scholarships are6
first applied to the student's cost of attendance and the student completes his7
program or course of study within two years of such merger.8
D. The Board of Supervisors of Community and Technical Colleges shall9
review the programs and employees of the Acadian, Charles B. Coreil,10
Evangeline, Gulf Area, Lafayette, T. H. Harris, and Teche Area campuses of the11
Louisiana Technical College and South Louisiana Community College and12
provide for an employee transition at all affected institutions and campuses13
consistent with effective and efficient delivery of educational services and the14
expanded mission of South Louisiana Community College.15
Section 2. This Act shall become effective upon signature by the governor or, if not16
signed by the governor, upon expiration of the time for bills to become law without signature17
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If18
vetoed by the governor and subsequently approved by the legislature, this Act shall become19
effective on the day following such approval.20

Proposed law merges the Acadian, Charles B. Coreil, Evangeline, Gulf Area, Lafayette, T.
H. Harris, and Teche Area campuses of the Louisiana Technical College with South
Louisiana Community College and transfers all funds, obligations, property, programs,
facilities, and functions relative to these technical college campuses to South Louisiana
Community College, effective July 1, 2012. Further provides that each such campus shall
be considered a part of, and under the management of, the La. Technical College until the
merger of each campus is effected.
Proposed law provides that all GRAD Act performance agreements currently in effect
between the Acadian, Charles B. Coreil, Evangeline, Gulf Area, Lafayette, T. H. Harris, and
Teche Area campuses and South Louisiana Community College and the Bd. of Regents shall
remain in effect until such time as the performance agreement between South La. SB NO. 284

Community College and the Bd. of Regents is modified to reflect the expanded mission of
that institution and such modified performance agreement is certified by the LCTCS Bd. of
Supervisors.
Proposed law provides that South La. Community College shall provide educational
programs and services through the locations and facilities that served as the Acadian, Charles
B. Coreil, Evangeline, Gulf Area, Lafayette, T. H. Harris, and Teche Area campuses of the
La. Technical College and through any other postsecondary campus or institution which may
become a part of South La. Community College or its primary service delivery area.
Proposed law provides that any student enrolled in a program or course of study at the
Acadian, Charles B. Coreil, Evangeline, Gulf Area, Lafayette, T. H. Harris, or Teche Area
campuses of the La. Technical College shall be permitted to complete such program or
