SENATE BILL NO. 318
BY SENATOR MARTINY AND REPRESENTATIVE TALBOT 
ENGINEERS.  Provides relative to naval architects and marine engineers and the authority
of the Louisiana Professional Engineering and Land Surveying Board. (gov sig)
AN ACT1
To amend and reenact R.S. 37:701(B), relative to the Louisiana Professional Engineering2
and Land Surveying Board; to provide powers, duties, and jurisdiction of the3
Louisiana Professional Engineering and Land Surveying Board; to provide relative4
to naval architects and marine engineers; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 37:701(B) is hereby amended and reenacted to read as follows: 7
ยง701. Public and private work; application of provisions8

B.(1) No planning, specifications, drawings, or construction by an individual10
for his own use of private homes or dwellings, domestic structures or works, or any11
agricultural works done on farmlands shall come under the jurisdiction of this12
Chapter.13
(2) No planning, specifications, analyses, drawings, or designs prepared14
by or under the direction of a naval architect or marine engineer relating to any15
navigable vessel or its component parts or systems shall come under the16
jurisdiction of this Chapter.17 SB NO. 318

Section 2. This Act shall become effective upon signature by the governor or, if not2
signed by the governor, upon expiration of the time for bills to become law without signature3
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If4
vetoed by the governor and subsequently approved by the legislature, this Act shall become5
effective on the day following such approval.6

DIGEST
Present law establishes the Louisiana Professional Engineering and Land Surveying Board
("board") and provides for the authority and duties of the board.
Proposed law states that the planning, specifications, analyses, drawings, or designs prepared
by or under the direction of a naval architect or marine engineer relating to any navigable
vessel or its component parts or systems do not fall under the jurisdiction of the laws
governing professional engineering and professional surveying.
Effective upon signature of the governor or lapse of time for gubernatorial action.
