AN ACT1
To enact R.S. 15:541.1, relative to human trafficking; to provide that certain establishments2
shall post information regarding the National Human Trafficking Resource Center3
hotline; to provide for the form and content of the posting; to provide for languages4
in which the information is to be posted; to provide for certain departments to notify5
affected establishments of the requirements; to provide for a civil penalty; and to6
provide for related matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 15:541.1 is hereby enacted to read as follows: 9
ยง541.1.  Posting of the National Human Trafficking Resource Center hotline;10
content; languages; notice; civil penalty11
A. All of the following establishments shall be required to post12
information regarding the National Human Trafficking Resource Center13
hotline:14
(1) Every massage parlor, spa, or hotel that has been found to be a15
public nuisance for prostitution as set forth in R.S. 13:4711.16
(2) Every strip club or other sexually-oriented business as set forth in17
R.S. 37:3558(C).18
(3)  Every highway truck stop or highway rest stop.19
B. (1)  Such information shall be posted prominently both inside and20

outside the premises described in Subsection A of this Section.1
(2) Such posting shall be no smaller than eight and one-half inches by2
eleven inches and shall contain the following wording in bold typed print of not3
less than fourteen-point font:4
"If you or someone you know is being forced to engage in any activity5
and cannot leave, whether it is commercial sex, housework, farm work, or any6
other activity, call the National Human Trafficking Resource Center hotline at7
1-888-373-7888 to access help and services.8
The victims of human trafficking are protected under U.S. law and the9
laws of Louisiana.10
The hotline consists of the following services:11
(a)  Available 24 hours a day, 7 days a week.12
(b)  Toll-free.13
(c)  Operated by a non-profit, non-governmental organization.14
(d)  Anonymous and confidential.15
(e)  Accessible in 170 languages.16
(f) Able to provide help, referral to services, training, and general17
information".18
(3) The posting shall be printed in English, Louisiana French, Spanish,19
and any other languages that the Department of Public Safety and Corrections20
shall require.21
C. The following departments of the state shall provide each22
establishment described in Subsection A of this Section over which that23
department exercises any regulatory control or authority with the notice24
required by this Section. The departments shall post on their websites a sample25
of the posting described in Subsection B of this Section which shall be accessible26
for download.  The departments are as follows:27
(1)  Department of Revenue.28
(2)  Department of Transportation and Development.29

violation of this Section. The departments listed in Subsection C of this Section1
are charged with the enforcement of this Section and may assess the civil2
penalty.3
