CORRECTIONAL FACILITIES. Delays licensure requirement for the St. James Parish
Youth Center. (8/1/12)
AN ACT1
To amend and reenact R.S. 15:1110(E), relative to juvenile detention centers; to provide2
relative to license requirements for St. James Parish Youth Center; and to provide3
for related matters.4
Be it enacted by the Legislature of Louisiana:5
Section 1.  R.S. 15:1110(E) is hereby amended and reenacted to read as follows: 6

E.(1) On or before January 1, 2013, all juvenile detention facilities, including9
facilities owned or operated by any governmental, profit, nonprofit, private, or public10
agency, shall be licensed pursuant to the provisions of Subsection C of this Section.11
(2) Notwithstanding Paragraph (1) of this Subsection, on or before12
January 1, 2015, St. James Parish Youth Center shall be licensed pursuant to13
the provisions of Subsection C of this Section.14 SB NO. 462

DIGEST
Present law requires that, on or before January 1, 2013, all juvenile detention facilities are
to be licensed pursuant to regulations promulgated by the Department of Children and
Family Services.
Present emergency rules provide extensive licensure requirements and penalties for persons
who operate a juvenile detention facility without a valid license after January 1, 2013.
Proposed law provides an exception for St. James Parish Youth Center which shall have
until January 1, 2015, to be licensed.
Effective August 1, 2012.
