SPECIAL DISTRICTS. Changes references of legislative districts, having appointing
authority, for entities in Orleans Parish. (gov sig)
AN ACT1
To amend and reenact R.S. 33:4702(B)(2)(c), (h), and (i), and (6)(b), and to enact R.S.2
33:4702(B)(6)(c), relative to Orleans Parish; to change references to a specific3
legislative district in Orleans Parish which has appointing authority for members4
serving on the board of the New Orleans Regional Business Park; to provide for the5
board's membership and term of office; and to provide for related matters.6
Notice of intention to introduce this Act has been published.7
Be it enacted by the Legislature of Louisiana:8
Section 1.  R.S. 33:4702(B)(2)(c), (h), and (i), and (6)(b) are hereby amended and9
reenacted and R.S. 33:4702(B)(6)(c) is hereby enacted to read as follows: 10

(2) The board shall be composed of twelve members who shall be appointed13
as follows:14

(c) The state senator whose senatorial district is defined in R.S. 24:35.1 as16
District 2 R.S. 24:35(A)(3) shall appoint two three members.17 SB NO. 491

(h) The secretary of the Department of Economic Development shall appoint2
one member.3
(i) (h) The board of commissioners of the Port of New Orleans shall appoint4
one member.5

(b) Any member of the board appointed pursuant to Subparagraphs (2)(a)8
through (h) (g) of this Subsection may be removed by his respective appointing9
authority at any time, with or without cause.10
(c) No board member appointed pursuant to Subparagraphs 2 (b), (c),11
(f), or (g) shall sit on the board more than sixty days after the end of the term12
of office of the appointing authority that appointed that board member without13
being reappointed to the board in the manner for which appointments to the14
board are provided for in Paragraphs (2) or (3).15

Section 2. This Act shall become effective upon signature by the governor or, if not17
signed by the governor, upon expiration of the time for bills to become law without signature18
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If19
vetoed by the governor and subsequently approved by the legislature, this Act shall become20
effective on the day following such approval.21

DIGEST
Present law provides that the senator for District 2 appoints two members to the NORBP
board of commissioners in Orleans Parish.
Proposed law changes references to a specific legislative district as a result of changes due
to redistricting.  NORBP is now located in District 3 instead of District 2.
Proposed law also increases the senator's appointments from two to three board members.
Present law provides that the secretary of the Dept of Economic Development shall appoint

Proposed law removes the Dept. of Economic Development as an appointing authority.
Proposed law provides that legislative appointed board member's term of office terminates
60 days after the end of the term of office of their appointing authority.  Such members may
be reappointed in accordance to present law.
Effective upon signature of the governor or lapse of time for gubernatorial action.
(Amends R.S. 33:4702(B)(2)(c), (h), and (i), and (6)(b); adds R.S. 33:4702(B)(6)(c))
