EDUCATION DEPARTMENT. Requires the Dept. of Education to assist local public
school systems in developing methods for selecting certain teachers. (8/1/12)
AN ACT1
To amend and reenact R.S. 17:24.2, relative to elementary and secondary education; to2
provide with respect to school improvement; to provide for technical assistance to3
local public school systems; to provide relative to selection of certain teachers; and4
to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 17:24.2 is hereby amended and reenacted to read as follows: 7
ยง24.2.  Department of Education; teacher selection; technical assistance8
The department, in connection with its program of educational accountability9
or otherwise, and consistent with the powers and duties of the superintendent as10
provided by R.S. 17:22, shall establish a program of technical assistance for parish11
and municipal school systems local public school systems to provide them with12
information and assistance in developing methods for the selection of highly13
effective teachers. The purpose of the program shall be to assist local school14
systems to develop standardized procedures and techniques to be used in screening15
applicants for teaching positions in order to assure employment of the best qualified16
teachers available. The program shall include, but not be limited to, information and17 SB NO. 494

instruction to local school personnel in the use of techniques to achieve this purpose,1
including but not limited to, interviews, review of resumes, testing of ability to teach2
and communicate and knowledge of the subject matter and any other methods found3
effective in achieving the purpose of the program.4

DIGEST
Present law requires the Dept. of Education (department), in conjunction with its educational
accountability program, to establish a program of technical assistance for parish and
municipal school systems in order to provide information and assistance in developing
methods for selecting teachers.
Proposed law requires the department, in conjunction with its educational accountability
program, to establish a program of technical assistance for local public school systems in
order to provide them with information and assistance in developing methods for selecting
highly effective teachers.
Present law provides that the purpose of the program shall be to assist local school systems
in the development of screening procedures and techniques for individuals applying for
teacher positions. Requires the program to include, but not be limited to, information and
instruction to local school personnel in the use of such techniques.
Proposed law retains present law.
Effective August 1, 2012.
