SENATE BILL NO. 583
BY SENATORS GALLOT AND THOMPSON AND REPRESENTATIVES GEYMANN,
JEFFERSON, JIM MORRIS AND SHADOIN 
AN ACT1
To authorize the division of administration to transfer certain state property in Lincoln2
Parish to Grambling State University and to Louisiana Tech University; to provide3
for the property description; to provide for reservation of mineral rights; to provide4
terms and conditions; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. The commissioner of administration, notwithstanding any other7
provision of law to the contrary, is hereby authorized and empowered to assign any8
interest, excluding mineral rights, the state may have to all or any portion of the9
following described parcel of property to Grambling State University: 10
A certain tract of land, including all improvements located thereon, situated and11
lying adjacent to Louisiana Tech University property and more particularly described12
as follows to wit:13
Thence a 163.39 acre tract of land with improvements situated in14
Sections 23 and 24, Township 18, North, Range 4 West, in Lincoln15
Parish, Louisiana and formerly known as Ruston State School.16
Section 2. The commissioner of administration is hereby authorized to enter into17
such agreements, covenants, conditions, and stipulations and to execute such18
documents as necessary to properly effectuate the assignment, excluding mineral19
rights, to the property described in Section 1, and as more specifically described in any20
such agreements entered into and documents executed by and between the21
commissioner of administration and Grambling State University. Any such transfer22
shall be subject to any leases, easements, servitudes, restrictions and rights-of-way of23
record or existing concerning the property.24
Section 3. The commissioner of administration, notwithstanding any other25

interest, excluding mineral rights, the state may have to all or any portion of the1
following parcel of property to Louisiana Tech University:2
A certain tract of land, including all improvements located thereon,3
situated and laying adjacent to Louisiana Tech University property and4
more particularly described as follows to wit:5
Thence a 150 acre tract of land, more or less, with improvements, that6
is currently being leased by Louisiana Tech University, being situated in7
Section 23, Township 18, North, Range 4 West, in Lincoln Parish,8
Louisiana.9
Section 4. The commissioner of administration is hereby authorized to enter into10
such agreements, covenants, conditions, and stipulations and to execute such11
documents as necessary to properly effectuate the assignment, excluding mineral12
rights, to the property described in Section 3, and as more specifically described in any13
such agreements entered into and documents executed by and between the14
commissioner of administration and Louisiana Tech University. Any such transfer15
shall be subject to any leases, easements, servitudes, restrictions and rights-of-way of16
record or existing concerning the property.17
