HOSPITALS. Requires the project manager or contract manager for the University Medical
Center in New Orleans to provide semi-annual subcontractor utilization reports to the Joint
Legislative Committee on the Budget. (8/1/12)
AN ACT1
To enact R.S. 39:123.1, relative to reporting requirements on certain construction projects;2
to provide for semi-annual reporting to the Joint Legislative Committee on the3
Budget by the project manager or the contractor manager for the University Medical4
Center in New Orleans; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1.  R.S. 39:123.1 is hereby enacted to read as follows: 7
ยง123.1. University Medical Center in New Orleans subcontractor utilization8
report9
Beginning September 1, 2012, and every six months thereafter, until10
completion of the project, the prime contractor or the contract manager for the11
construction of the University Medical Center in New Orleans shall provide a12
subcontractor utilization report to the Joint Legislative Committee on the13
Budget relative to subcontractors on the project, as follows:14
(1) The total number and value of new contracts awarded by the prime15
contractor to all subcontractors or their subsequent subcontractors since the16
last reporting period.17 SB NO. 586

(2) For all new contracts awarded since the last reporting period, the1
total number and value of new contracts awarded to local and disadvantaged2
businesses.3
(3) For all new contracts awarded since the last reporting period, the4
total number and value of new contracts awarded to 50/50 Joint Ventures.5
(4) The total percentage of disadvantaged business participation in new6
contracts awarded to all contractors since the last reporting period.7
Section 2. This Act shall become effective on August 1, 2012.8

DIGEST
Proposed law provides that beginning the first day of September, 2012 and every six months
thereafter, until completion of the project, the project manager or contract manager for the
University Medical Center in New Orleans shall provide a subcontractor utilization report
to the Joint Legislative Committee on the Budget relative to subcontractors on the project,
as follows:
1. The total number and value of new contracts awarded by the prime contractor to all
subcontractors or their subsequent subcontractors since the last reporting period.
2. For all new contracts awarded since the last reporting period, the total number and
value of new contracts awarded to local and disadvantaged businesses.
3. For all new contracts awarded since the last reporting period, the total number and
value of new contracts awarded to 50/50 Joint Ventures.
4. The total percentage of disadvantaged business participation in new contracts
awarded to all contractors since the last reporting period.
Effective August 1, 2012.
