SPECIAL DISTRICTS. Changes the composition of the board of commissioners of the
St.Tammany Parish Development District. (8/1/12)
AN ACT1
To amend and reenact R.S. 33:130.402(A)(1) and (F), relative to the St. Tammany Parish2
Development District; to change the composition of the board of commissioners; to3
provide for quorum; to provide for special meetings; and to provide for related4
matters.5
Notice of intention to introduce this Act has been published.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 33:130.402(A)(1) and (F) are hereby amended and reenacted to read8
as follows: 9
ยง130.402. Board of commissioners; members; officers; employees10
A.(1) The district shall be governed by a board of commissioners consisting11
of fifteen thirteen members selected as set out herein. All members shall be12
qualified voters and taxpayers within the limits of the district during their term of13
office. The members of the board of commissioners shall be appointed and serve14
terms of office as follows:15
(a) One member shall be appointed by the president of St. Tammany Parish16
and shall serve a one-year term.  Four members shall be appointed by the17 SB NO. 617

president of St. Tammany Parish. The initial appointment shall be made for1
staggered terms as specified herein and at the termination of these initial terms2
of office, the term of office shall be for three years. Initial terms, as designated3
by the president of St. Tammany Parish, shall be as follows:4
(i)  One member shall be appointed for three years.5
(ii) One member shall be appointed for two years.6
(iii)  Two members shall be appointed for one year.7
(b) Two members shall be appointed by the Municipal Association in St.8
Tammany Parish and shall serve one-year terms.  Four members shall be9
appointed by the council of St. Tammany Parish. The initial appointment shall10
be made for staggered terms as specified herein and at the termination of these11
initial terms of office, the term of office shall be for three years.  Initial terms,12
as designated by the council, shall be as follows:13
(i)  One member shall be appointed for three years.14
(ii)  One member shall be appointed for two years.15
(iii)  Two members shall be appointed for one year.16
(c) One member shall be appointed by the Greater Slidell Area Chamber of17
Commerce and shall serve a one-year term.  Three members shall be appointed by18
the St. Tammany Economic Development Foundation. The initial appointment19
shall be made for staggered terms as specified herein and at the termination of20
these initial terms of office, the term of office shall be for three years.  Initial21
terms, as designated by the foundation, shall be as follows:22
(i)  One member shall be appointed for three years.23
(ii)  One member shall be appointed for two years.24
(iii)  One member shall be appointed for one year.25
(d) One member shall be appointed by the St. Tammany West Chamber of26
Commerce and shall serve a one-year term.  One member shall be the St.27
Tammany Parish President or his designee.28

and each shall serve a one-year term.1
(f) Six members shall be appointed by the St. Tammany Economic2
Development Foundation. The initial appointments shall be made for staggered terms3
as specified herein and at the termination of these initial terms of office, the term of4
office shall be for three years. Initial terms shall be as follows:5
(i) Two members shall be appointed for one year, as designated by the6
foundation.7
(ii) Two members shall be appointed for two years, as designated by the8
foundation.9
(iii) Two members shall be appointed for three years, as designated by the10
foundation.11
(g) One member shall be the St. Tammany chief administrative officer.12
(h) One member shall be the executive director of the St. Tammany13
Economic Development Foundation.14

F. The board of commissioners shall meet in regular session every month and16
shall also meet in special session as often as the president of the board convenes17
them or on the written request of five four members. Eight Seven members of the18
board of commissioners shall constitute a quorum.19

Section 2. The terms of office of the members of the board of commissioners of the21
St. Tammany Parish Development District who are in office on the effective date of this Act22
shall terminate on that effective date. A new board shall be constituted and appointed23
pursuant to the provisions of this Act. This Section shall not be construed to prevent the24
reappointment of a member in office on the effective date of this Act.25

Present law provides for the board of commissioners of the St. Tammany Parish
Development District to be composed of 15 members, comprised as follows: SB NO. 617

(1)One member appointed by the president of St. Tammany Parish who shall serve a
one-year term.
(2)Two members appointed by the Municipal Association in St. Tammany Parish who
shall each serve a one-year term.
(3)One member appointed by the Greater Slidell Area Chamber of Commerce who shall
serve a one-year term.
(4)One member appointed by the St. Tammany West Chamber of Commerce who shall
serve a one-year term.
(5)Two members appointed by the council of St. Tammany Parish who shall each serve
a one-year term.
(6)Six members appointed by the St. Tammany Economic Development Foundation.
The initial appointments shall be made for staggered terms and at the termination of
the initial terms of office, the term of office shall be for three years.
(7)The St. Tammany chief administrative officer.
(8)The executive director of the St. Tammany Economic Development Foundation.
Proposed law reduces the board to 13 members and provides for four appointments by the
St. Tammany Parish President, four appointments by the St. Tammany Parish council, three
appointments by the St. Tammany Economic Development Foundation, the St. Tammany
Parish President or his designee and the executive director of the St. Tammany Economic
Development Foundation. Provides for staggered initial terms of appointments and three-
year terms thereafter.
Present law provides that the board of commissioners shall meet in regular session monthly
and shall also meet in special session as often as the president of the board convenes them
or on the written request of five members. Provides that eight members of the board of
commissioners shall constitute a quorum.
Proposed law reduces a quorum of the board from eight to seven members and reduces the
number of written requests by members for the calling of a special meeting from five to four
commissioners.
Provides for board transition.
Effective August 1, 2012.
