SENATE BILL NO. 617

AN ACT1
To amend and reenact R.S. 33:130.402(A)(1) and (F), relative to the St. Tammany Parish2
Development District; to change the composition of the board of commissioners; to3
provide for quorum; to provide for special meetings; and to provide for related4
matters.5
Notice of intention to introduce this Act has been published.6
Be it enacted by the Legislature of Louisiana:7
Section 1. R.S. 33:130.402(A)(1) and (F) are hereby amended and reenacted to read8
as follows: 9
ยง130.402. Board of commissioners; members; officers; employees10
A.(1) The district shall be governed by a board of commissioners consisting11
of fifteen thirteen members selected as set out herein. All members shall be12
qualified voters and taxpayers within the limits of the district during their term of13
office. The members of the board of commissioners shall be appointed and serve14
terms of office as follows:15
(a) One member shall be appointed by the president of St. Tammany Parish16
and shall serve a one-year term.  Four members shall be appointed by the17
president of St. Tammany Parish. The initial appointment shall be made for18
staggered terms as specified herein and, at the termination of these initial terms19
of office, the term of office shall be for three years. Initial terms, as designated20
by the president of St. Tammany Parish, shall be as follows:21
(i)  One member shall be appointed for three years.22
(ii) One member shall be appointed for two years.23
(iii)  Two members shall be appointed for one year.24
(b) Two members shall be appointed by the Municipal Association in St.25
Tammany Parish and shall serve one-year terms.  Four members shall be26

be made for staggered terms as specified herein and, at the termination of these1
initial terms of office, the term of office shall be for three years.  Initial terms,2
as designated by the council, shall be as follows:3
(i)  One member shall be appointed for three years.4
(ii)  One member shall be appointed for two years.5
(iii)  Two members shall be appointed for one year.6
(c) One member shall be appointed by the Greater Slidell Area Chamber of7
Commerce and shall serve a one-year term.  Three members shall be appointed by8
the St. Tammany Economic Development Foundation. The initial appointment9
shall be made for staggered terms as specified herein and, at the termination of10
these initial terms of office, the term of office shall be for three years.  Initial11
terms, as designated by the foundation, shall be as follows:12
(i)  One member shall be appointed for three years.13
(ii)  One member shall be appointed for two years.14
(iii)  One member shall be appointed for one year.15
(d) One member shall be appointed by the St. Tammany West Chamber of16
Commerce and shall serve a one-year term.  One member shall be the St.17
Tammany Parish President or his designee.18
(e) Two members shall be appointed by the council of St. Tammany Parish19
and each shall serve a one-year term.20
(f) Six members shall be appointed by the St. Tammany Economic21
Development Foundation. The initial appointments shall be made for staggered terms22
as specified herein and at the termination of these initial terms of office, the term of23
office shall be for three years. Initial terms shall be as follows:24
(i) Two members shall be appointed for one year, as designated by the25
foundation.26
(ii) Two members shall be appointed for two years, as designated by the27
foundation.28
(iii) Two members shall be appointed for three years, as designated by the29

(g) One member shall be the St. Tammany chief administrative officer.1
(h) One member shall be the executive director of the St. Tammany2
Economic Development Foundation.3

F. The board of commissioners shall meet in regular session every month and5
shall also meet in special session as often as the president of the board convenes6
them or on the written request of five four members. Eight Seven members of the7
board of commissioners shall constitute a quorum.8

Section 2. The terms of office of the members of the board of commissioners of the10
St. Tammany Parish Development District who are in office on the effective date of this Act11
shall terminate on that effective date. A new board shall be constituted and appointed12
pursuant to the provisions of this Act.  This Section shall not be construed to prevent the13
reappointment of a member in office on the effective date of this Act.14
