PUBLIC MEETINGS. Provides relative to attendance of an economist principal at a session
or meeting of the Revenue Estimating Conference under certain circumstances. (2/3 - CA

AN ACT1
To amend and reenact R.S. 39:22(1) and 25, relative to the attendance of an economist2
principal at a session or meeting of the Revenue Estimating Conference; to authorize3
the economist principal to appoint an ad hoc member or to attend a session or4
meeting by telephone, video-conference, or other communications technology under5
certain circumstances; to provide for an effective date; and to provide for related6
matters.7
Be it enacted by the Legislature of Louisiana:8
Section 1. R.S. 39:22(1) and 25 are hereby amended and reenacted to read as9
follows: 10
§22.  Revenue Estimating Conference11
The Revenue Estimating Conference is a conference consisting of principals12
and participants as follows:13
(1) "Principals" shall be the governor, the president of the Senate, the speaker14
of the House of Representatives, or their respective designees, and except as15
provided in R.S. 39:25(B), a faculty member with revenue forecasting expertise16
from a public or private university in the state selected by the other three principal17 SB NO. 640

members from a list of as many as five, but not less than three names, submitted to1
them by the Louisiana Higher Education Executive Advisory Committee.2

§25.  Public meetings4
A. All sessions and meetings of the Revenue Estimating Conference shall5
be open to the public as provided in R.S. 42:11 et seq.6
B. Notwithstanding any provision of law to the contrary, in the event7
the economist principal of the Revenue Estimating Conference develops a8
medical condition which prevents such principal from being physically present9
at a session or meeting of the Revenue Estimating Conference, such principal10
may:11
(1) Appoint a faculty member of a university or college in Louisiana who12
has expertise in forecasting revenues as an ad hoc member of the Revenue13
Estimating Conference to attend the session or meeting.14
(2) Attend such session or meeting by telephone, audio-video conference,15
or other communications technology. No session or meeting shall be held16
pursuant to this Paragraph unless the other three principals, or their designees,17
are present, in person, at the location at which the meeting was advertised to18
take place.19
Section 2. This Act shall become effective upon signature by the governor or, if not20
signed by the governor, upon expiration of the time for bills to become law without signature21
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If22
vetoed by the governor and subsequently approved by the legislature, this Act shall become23
effective on the day following such approval.24

as many as five, but not less than three names, submitted to them by the Louisiana Higher
Education Executive Advisory Committee.
Present law provides that all sessions and meetings of the Revenue Estimating Conference
shall be open to the public as provided in R.S. 42:11 et seq.
Proposed law retains present law but further provides that in the event the economist
principal of the Revenue Estimating Conference develops a medical condition which
prevents such principal from being physically present at a session or meeting of the Revenue
Estimating Conference, such principal may:
1. Appoint a faculty member of a university or college in Louisiana who has expertise
in forecasting revenues as an ad hoc member of the Revenue Estimating Conference
to attend the session or meeting.
2. Attend such session or meeting by telephone, audio-video conference, or other
communications technology.  No session or meeting shall be held pursuant to this
Paragraph unless the other three principals, or their designees, are present, in person,
at the location at which the meeting was advertised to take place.
 
Effective upon signature of the governor or lapse of time for gubernatorial action.
