AN ACT1
To amend and reenact R.S. 39:22(1) and 25, relative to the attendance of an economist2
principal at a session or meeting of the Revenue Estimating Conference; to authorize3
the economist principal to appoint an ad hoc member under certain circumstances;4
to provide for an effective date; and to provide for related matters.5
Be it enacted by the Legislature of Louisiana:6
Section 1. R.S. 39:22(1) and 25 are hereby amended and reenacted to read as7
follows: 8
§22.  Revenue Estimating Conference9
The Revenue Estimating Conference is a conference consisting of principals10
and participants as follows:11
(1) "Principals" shall be the governor, the president of the Senate, the speaker12
of the House of Representatives, or their respective designees, and except as13
provided in R.S. 39:25(B), a faculty member with revenue forecasting expertise14
from a public or private university in the state selected by the other three principal15
members from a list of as many as five, but not less than three names, submitted to16
them by the Louisiana Higher Education Executive Advisory Committee.17

§25.  Public meetings19
A. All sessions and meetings of the Revenue Estimating Conference shall20
be open to the public as provided in R.S. 42:11 et seq.21
B.  Notwithstanding any provision of law to the contrary, in the event22
the economist principal of the Revenue Estimating Conference develops a23
medical condition which prevents such principal from being present at a session24
or meeting of the Revenue Estimating Conference, such principal shall25
designate a faculty member of the faculty of a university or college in Louisiana26
who has expertise in forecasting revenues as an ad hoc member of the Revenue27 SB NO. 640	ENROLLED

Estimating Conference to attend the session or meeting and act on his behalf.1
In the event the economist principal is incapacitated to the extent that he is2
unable to designate the ad hoc member as provided in this Subsection, the3
president of the college or university of which the economist principal is a4
faculty member shall make the designation on behalf of the economist principal.5
Section 2. This Act shall become effective upon signature by the governor or, if not6
signed by the governor, upon expiration of the time for bills to become law without signature7
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If8
vetoed by the governor and subsequently approved by the legislature, this Act shall become9
effective on the day following such approval.10
