POSTSECONDARY ED.  Merges certain La.Technical College campuses with Louisiana
Delta Community College. (gov sig)
AN ACT1
To enact R.S. 17:1994(C) and 3217.3, relative to community and technical colleges; to2
provide for the merger of the certain Louisiana Technical College campuses with3
Louisiana Delta Community College; to provide relative to the transfer of the4
students, employees, funds, obligations, property, programs, facilities, and functions5
of such technical college campuses to Louisiana Delta Community College; to6
provide relative to performance agreements with the Board of Regents; to provide7
for effectiveness; and to provide for related matters.8
Be it enacted by the Legislature of Louisiana:9
Section 1.  R.S. 17:1994(C) and 3217.3 are hereby enacted to read as follows: 10
§1994. Regional coordination and planning of postsecondary vocational-technical11
education; establishment and composition of regions12

C.  The Bastrop, Delta-Ouachita, North Central, Northeast Louisiana,14
Ruston, and Tallulah campuses of the Louisiana Technical College as provided15
for in Paragraphs (B)(5), (8), (24), (25), (29), and (39) of this Section shall be16
considered part of, and under the management of, the Louisiana Technical17 SB NO. 645

College until such time as each institution is merged with Louisiana Delta1
Community College and all funds, obligations, property, programs, facilities,2
and functions related to each such technical college campus are transferred to3
Louisiana Delta Community College.4

§3217.3. Louisiana Technical College; merger of certain campuses with6
Louisiana Delta Community College7
A.  Effective July 1, 2012, the Bastrop, Delta-Ouachita, North Central,8
Northeast Louisiana, Ruston, and Tallulah campuses of the Louisiana Technical9
College are hereby merged with Louisiana Delta Community College and on10
this date all funds, obligations, property, programs, facilities, and functions11
related to such technical college campuses are hereby transferred to Louisiana12
Delta Community College.13
B. All performance agreements between the Bastrop, Delta-Ouachita,14
North Central, Northeast Louisiana, Ruston, and Tallulah campuses of the15
Louisiana Technical College and Louisiana Delta Community College and the16
Board of Regents executed pursuant to the provisions of R.S. 17:3139 et seq.,17
prior to the effective date of this Section shall remain in effect until such time18
as the performance agreement between Louisiana Delta Community College19
and the Board of Regents is modified to reflect the expanded mission of that20
institution and such modified performance agreement is certified by the Board21
of Supervisors of Community and Technical Colleges.22
C.(1) Louisiana Delta Community College shall provide educational23
programs and services through the locations and facilities that served as the24
Bastrop, Delta-Ouachita, North Central, Northeast Louisiana, Ruston, and25
Tallulah campuses of the Louisiana Technical College prior to the effective date26
of this Section, and through any other postsecondary campus or institution27
which may become a part of Louisiana Delta Community College or its primary28
service delivery area.29 SB NO. 645

(2) Any student enrolled in a program or course of study at the Bastrop,1
Delta-Ouachita, North Central, Northeast Louisiana, Ruston, or Tallulah2
campuses of the Louisiana Technical College shall be permitted to complete3
such program or course of study at no greater cost or conditions than those4
applicable to the student prior to the merger of such campuses with Louisiana5
Delta Community College, provided all applicable aid and scholarships are first6
applied to the student's cost of attendance and the student completes his7
program or course of study within two years of such merger.8
D. The Board of Supervisors of Community and Technical Colleges shall9
review the programs and employees of the Bastrop, Delta-Ouachita, North10
Central, Northeast Louisiana, Ruston, and Tallulah campuses of the Louisiana11
Technical College and Louisiana Delta Community College and provide for an12
employee transition at all affected institutions and campuses consistent with13
effective and efficient delivery of educational services and the expanded mission14
of Louisiana Delta Community College.15
Section 3. This Act shall become effective upon signature by the governor or, if not16
signed by the governor, upon expiration of the time for bills to become law without signature17
by the governor, as provided by Article III, Section 18 of the Constitution of Louisiana. If18
vetoed by the governor and subsequently approved by the legislature, this Act shall become19
effective on the day following such approval.20

Proposed law merges the Bastrop, Delta-Ouachita, North Central, Northeast Louisiana,
Ruston, and Tallulah campuses of the Louisiana Technical College with La. Delta
Community College and transfers all funds, obligations, property, programs, facilities, and
functions relative to these technical college campuses to La. Delta Community College,
effective July 1, 2012. Further provides that each such campus shall be considered a part of,
and under the management of, the La. Technical College until the merger of each campus
is effected.
Proposed law provides that all GRAD Act performance agreements currently in effect
between the Bastrop, Delta-Ouachita, North Central, Northeast Louisiana, Ruston, and
Tallulah campuses and La. Delta Community College and the Bd. of Regents shall remain
in effect until such time as the performance agreement between La. Delta Community SB NO. 645

College and the Bd. of Regents is modified to reflect the expanded mission of that institution
and such modified performance agreement is certified by the LCTCS Bd. of Supervisors.
Proposed law provides that Louisiana Delta Community College shall provide educational
programs and services through the locations and facilities that served as the Bastrop, Delta-
Ouachita, North Central, Northeast Louisiana, Ruston, and Tallulah campuses of the La.
Technical College and through any other postsecondary campus or institution which may
become a part of La. Delta Community College or its primary service delivery area.
