MOTOR VEHICLES. Creates Democratic, Republican, and Registered Independent
Prestige License Plates. (8/1/12)
AN ACT1
To enact R.S. 47:463.155, 156, and 157, relative to motor vehicle special prestige license2
plates; to provide for the creation and issuance of such plates; to provide for the3
design of such plates; to provide relative to the fee and application of the fee for such4
plates; to authorize the promulgation of rules and regulations; and to provide for5
related matters.6
Be it enacted by the Legislature of Louisiana:7
Section 1.  R.S. 47:463.155, 156, and 157 are hereby enacted to read as follows:8
§463.155.  Special prestige license plate; Republican Party of Louisiana9
A. The secretary of the Department of Public Safety and Corrections10
shall establish a special prestige license plate to be known as the "Republican11
Party of Louisiana", hereafter referred to as the "organization", subject to the12
provisions of this Section. The license plate shall be restricted to passenger cars,13
pickup trucks, vans, and recreational vehicles. The color and design of the14
license plate shall be selected by the executive committee of the organization.15
B. The prestige license plate shall be issued, upon application, to any16
citizen of Louisiana in the same manner as any other motor vehicle license plate.17 SB NO. 674

C. The charge for this special license plate shall be the standard motor1
vehicle license tax imposed by Article VII, Section 5 of the Constitution of2
Louisiana, plus an annual royalty fee of twenty-five dollars for each plate, and3
a handling fee of three dollars and fifty cents which shall be retained by the4
department to offset administrative costs.5
D. The annual royalty fee shall be collected by the department and6
forwarded to the organization.7
E. The first five hundred plates shall be reserved for purchase at the8
direction of the organization.9
F. The secretary shall establish a prestige license plate for the10
organization in accordance with the provisions of this Section when both of the11
following conditions are met:12
(1) The executive committee for the organization has selected and13
approved a design for the license plate.14
(2) The secretary has received a minimum of one thousand applications15
for the license plate.16
G. The secretary may promulgate rules and regulations as are necessary17
to implement the provisions of this Section.18
§463.156.  Special prestige license plate; Democratic Party of Louisiana19

plate shall be restricted to passenger cars, pickup trucks, vans, and recreational21
vehicles. The color and design of the license plate shall be selected by the22
secretary of the Department of Public Safety and Corrections.23
B. The prestige license plate shall be issued, upon application, to any24
citizen of Louisiana in the same manner as any other motor vehicle license plate.25
C. The charge for this special license plate shall be the standard motor26

Proposed law establishes special prestige motor vehicle license plates to be known as the
"Republican Party of Louisiana" plate, the "Democratic Party of Louisiana" plate, and the
"Registered Independent of Louisiana" plate. The license plates are restricted to use on
passenger cars, pickup trucks, recreational vehicles, and vans and the color and design of the
plate are to be selected by the executive committee of the parties and by the secretary of
DPSC in the case of the plate for Independents.
Proposed law provides that the charge for the special license plate shall be the standard
motor vehicle license tax imposed, plus a handling fee of $3.50 to be retained by the
department to offset a portion of administrative costs, and in the case of the parties, an
annual royalty fee of $25 for each plate.
Proposed law provides that an annual royalty fee shall be collected by the department and
forwarded to the executive committee of the parties.
Proposed law provides that the first 500 party plates are reserved for purchase at the
direction of the executive committee of the parties.
Proposed law provides that the secretary must establish a prestige plate for the executive
committee of the parties in accordance with provisions of proposed law when the following
conditions are met:
1. The executive committee for the party has selected and approved a design for the
license plate.
2. The secretary has received a minimum of 1,000 applications for the license plate.
The secretary must also receive a minimum of 1,000 applications for the "Registered
Independent of Louisiana" plate
Proposed law provides that the secretary may promulgate rules and regulations as are
necessary to implement the provisions of proposed law.
