SENATE CONCURRENT RESOLUTI ON NO. 11
BY SENATOR MURRAY 
REDISTRICTING. Creates a special committee to study the process of redistricting or
reapportionment.
A CONCURRENT RESOLUTI ON1
To create a special committee to study the process of redistricting or reapportionment2
including, creation of precincts, demographer certification, notice requirements for3
changes in voting, reapportionment and redistricting plans, electronic data4
requirements for Geographic Information Systems (GIS), submission deadlines for5
changes in voting and to develop recommendations for changes to the Louisiana6
Election Code to implement such changes.7
WHEREAS, the governing authority of each local governing body shall reapportion8
its voting districts after the decennial census; and9
WHEREAS, state law provides that no election precinct shall be created, divided,10
abolished or merged or the boundaries changed between January first of any year of which11
the last digit is nine and December thirty-first of any year of which the last digit is three,12
unless a parish governing authority is unable to comply with applicable law regarding13
redistricting or reapportionment and the parish governing authority may divide a precinct14
into two or more precincts; and15
WHEREAS, a study of precincts, redistricting and reapportionment plans and16
approval of such changes in voting is needed to provide timely implementation of such17

THEREFORE, BE IT RESOLVED that the Legislature of Louisiana hereby creates1
a special committee to study the process of redistricting or reapportionment including the2
creation of precincts, demographer certification, notice requirements for changes in voting,3
reapportionment and redistricting plans, electronic data requirements for GIS, submission4
deadlines for changes in voting and make recommendations for changes to the Louisiana5
Election Code to implement such recommendations.6
BE IT FURTHER RESOLVED that the committee shall consist of the following7
members:8
(1) The secretary of state or his designee.9
(2) The commissioner of elections or his designee.10
(3) The attorney general or his designee.11
(4) The chairman of the Committee on Senate and Governmental Affairs or his12
designee.13
(5) The chairman of the Committee on House and Governmental Affairs or his14
designee.15
(6) The president of the Louisiana Clerks of Court Association or his designee.16
(7) The president of the Louisiana Registrars of Voters Association or his designee.17
(8) The president of the Louisiana Municipal Association or his designee.18
(9) The president of the Police Jury Association of Louisiana or his designee.19
(10) The president of the Louisiana School Boards Association or his designee.20
(11) The clerk of the House of Representatives or his designee.21
(12) The secretary of the Senate or his designee.22
(13) A representative of the Louisiana Department of Transportation and23
Development.24
(14) One demographer appointed by the secretary of state.25
(15) A representative of the Louisiana Geographic Information Systems Council.26
(16) A representative of the Louisiana National Emergency Number Association.27
(17) The director of Demographic Services for the Louisiana Legislature.28
BE IT FURTHER RESOLVED that the chairman of the committee shall appoint a29
recorder to serve without compensation as the need may arise.30 SCR NO. 11

BE IT FURTHER RESOLVED that the office of the secretary of state shall provide1
staffing along with appropriate legislative staff as approved by the presiding officers to2
facilitate the duties of the committee.3
BE IT FURTHER RESOLVED that the committee shall make a written report of its4
findings to the legislature by March 1, 2013.5
 BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted6
 to the secretary of state.7
