SENATE CONCURRENT RESOLUTI ON NO. 118
BY SENATOR BROOME 
COMMENDATIONS.  Commends Professor Lucy McGough of the LSU Law Center for
her vast contributions to law and continuous revision of the Children's Code.
A CONCURRENT RESOLUTI ON1
To commend Lucy S. McGough, a professor of law at LSU's Paul M. Hebert Law Center,2
upon her many outstanding career accomplishments and contributions in the realm3
of Children and Family Law.4
WHEREAS, the Legislature of Louisiana commends Professor Lucy McGough for5
thirty years of academic excellence and dedicated service to the LSU Law Center; and6
WHEREAS, conferred as a Vinson and Elkins Professor of Law at LSU Law Center,7
Lucy McGough has taught criminal justice, trusts and estate law, and family law, with8
particular emphasis in juvenile justice; and9
WHEREAS, her outstanding commitment to equitable legal representation for youth10
is reflected in the depth of her coursework in juvenile defense clinics where she instructed11
third-year law students in real-life situations with defendants in East Baton Rouge Parish12
Juvenile Court; and13
WHEREAS, using a grant from the MacArthur Foundation, Professor McGough was14
instrumental in the creation of a juvenile defense clinic template that can be readily adapted15
by other law schools; and16
WHEREAS, Professor McGough collaborated in the confection of the Children's17
Code Project as its coordinator from 1986 until its enactment into law in 1991, and has18 SCR NO. 118

assisted in its continuous revision as the Reporter of the Children's Code Advisory1
Committee to the State Law Institute; and2
WHEREAS, a brilliant student, Lucy McGough graduated from Agnes Scott College3
in Georgia in 1962 with a Bachelor of Arts degree, a Phi Beta Kappa key, and inclusion in4
Who's Who in American Colleges and Universities; she then obtained her juris doctor degree5
with distinction and Order of the Coif from Emory Law, and in 1971, attained her masters6
of law advanced degree from Harvard Law School; and7
WHEREAS, in 1982, she moved to Baton Rouge at the invitation of the Paul M.8
Hebert Law Center as a visiting professor; in 1984, she became a full professor; and in 1989,9
was conferred to the distinguished academic chair of Vinson and Elkins Professor of Law;10
and11
WHEREAS, at LSU, she worked diligently on the Louisiana Children's Code, and12
included other teaching specialties such as Domestic Relations, Administration of Criminal13
Justice, Criminal Procedure, Law Reform, Legislative Process, Counseling and Negotiation,14
and Family Dispute Mediation; and15
WHEREAS, Professor McGough has published a multitude of well received books,16
and law review articles that cover all facets of the juvenile justice system, court procedure,17
and witness testimony that have been critically acclaimed among her peers; and18
WHEREAS, Professor McGough has received national recognition for her extensive19
expertise in family law and has been honored with a host of awards that include the Reginald20
Heber Smith Fellowship, Ford Foundation Fellowship in Urban Law, Candler Professor of21
Law at Emory University plus its Distinguished Alumni Award, the Outstanding Juvenile22
Legislative Program National Award, the National Adoption Excellence Award, Adoption23
Advocate of the Year, and appointment as a University of Maine Law School Godfrey24
Scholar; and25
WHEREAS, Professor McGough fell in love with Louisiana and with Professor26
James W. Bowers, and together they celebrate a blended family of seven children; and27
WHEREAS, although Professor McGough has accepted an appointment as Dean of28
the Appalachian School of Law in Grundy, Virginia, and shall be leaving LSU, her29
outstanding legal and academic contributions to the LSU Paul M. Hebert Law Center, the30 SCR NO. 118

state of Louisiana, its legislature, and its youth have been immeasurable.1
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby2
commend Professor Lucy S. McGough of LSU's Paul M. Hebert Law Center for her many3
contributions to the creation and revision of the Louisiana Children's Code and for the4
beneficial effects her work has had on the protection of the youth of this state and the nation.5
 BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby express6
its best wishes for Professor Lucy McGough in pursuit of her future endeavors.7
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to8
Professor Lucy S. McGough of the LSU Law Center.9
