Requests the State Board of Elementary and Secondary Education to make recommendations relative to the consideration of family involvement or use of family involvement data in measuring school performance and educator effectiveness. A CONCURRENT RESOLUTI ON1 To urge and request the State Board of Elementary and Secondary Education to make2 recommendations relative to the consideration of family involvement or use of3 family involvement data in measuring school performance and educator4 effectiveness.5 WHEREAS, the Legislature of Louisiana has passed education reform legislation6 during the 2012 Regular Legislative Session aimed at improving student achievement,7 increasing educational choice, strengthening the teaching profession, and empowering8 school leaders to improve school performance and more effectively educate Louisiana's9 children; and10 WHEREAS, the implementation of these reforms is critical to ensuring that11 Louisiana's children graduate from high school prepared for college and the workplace and12 equipped to be productive members of society; and13 WHEREAS, the Legislature of Louisiana recognizes the challenges faced by14 educators across the state in serving a significant number of children living in economically15 stressed conditions, as evidenced by sixty-seven percent of students qualifying for free and16 reduced price meals; and17 WHEREAS, family involvement in a student's education yields tremendous18 SCR NO. 122 SLS 12RS-4263 ORIGINAL Page 2 of 3 assistance to help students achieve their highest potential and is critical in supporting student1 academic growth, positive behavior, and social development; and2 WHEREAS, family engagement that is supportive and nurturing of our children's3 education and behavior can reinforce the work of educators and school teachers and leaders;4 and5 WHEREAS, Louisiana has adopted a strong school accountability system and a6 rigorous mode of educator evaluation and support based on fifty percent growth in student7 achievement; and8 WHEREAS, Louisiana has implemented numerous programs and interventions9 aimed at increasing and facilitating family involvement and assisting educators in engaging10 families in a meaningful way; and11 WHEREAS, information regarding the level and quality of family involvement can12 serve as an invaluable tool for policymakers, school leaders, and educators to consider when13 devising school improvement strategies, enhancing educator professional growth plans, and14 developing tailored approaches for addressing a student's unique academic or behavioral15 challenges; and16 WHEREAS, some schools across Louisiana are achieving academic success among17 students at-risk in spite of significant challenges that many of them encounter at home and18 in their communities, demonstrating the importance of teachers and schools working19 together to create effective family-school partnerships.20 THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby21 urge and request the State Board of Elementary and Secondary Education to consult with22 educators, researchers, community agencies, and other stakeholders, including but not23 limited to those involved in the judicial system to study family involvement programs and24 activities, including but not limited to the Families in Need of Services Program, the Truancy25 Assessment and Service Center Program and the Prosecutor's Early Intervention Program,26 that can be used to enhance school performance and achievement.27 BE IT FURTHER RESOLVED, that the State Board of Elementary and Secondary28 Education should make recommendations of family involvement or use of family29 involvement data in measuring school performance and educator effectiveness and any other30 SCR NO. 122 SLS 12RS-4263 ORIGINAL Page 3 of 3 steps taken by the board to assist Louisiana schools and educators in more effectively1 engaging families in their children's education, issuing a report of such recommendations to2 the Senate and House education committees no later than sixty days prior to the convening3 of the 2013 Regular Session.4 BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the5 president of the State Board of Elementary and Secondary Education and the Louisiana6 Superintendent of Education.7 The original instrument and the following digest, which constitutes no part of the legislative instrument, were prepared by Michelle Broussard-Johnson.
