Page 1 of 3 Regular Session, 2012 ENROLLED SENATE CONCURRENT RESOLUTI ON NO. 122 BY SENATOR MILLS A CONCURRENT RESOLUTI ON To urge and request the State Board of Elementary and Secondary Education to make recommendations relative to the consideration of family involvement or use of family involvement data in measuring school performance and educator effectiveness. WHEREAS, the Legislature of Louisiana has passed education reform legislation during the 2012 Regular Legislative Session aimed at improving student achievement, increasing educational choice, strengthening the teaching profession, and empowering school leaders to improve school performance and more effectively educate Louisiana's children; and WHEREAS, the implementation of these reforms is critical to ensuring that Louisiana's children graduate from high school prepared for college and the workplace and equipped to be productive members of society; and WHEREAS, the Legislature of Louisiana recognizes the challenges faced by educators across the state in serving a significant number of children living in economically stressed conditions, as evidenced by sixty-seven percent of students qualifying for free and reduced price meals; and WHEREAS, family involvement in a student's education yields tremendous assistance to help students achieve their highest potential and is critical in supporting student academic growth, positive behavior, and social development; and WHEREAS, family engagement that is supportive and nurturing of our children's education and behavior can reinforce the work of educators and school teachers and leaders; SCR NO. 122 ENROLLED Page 2 of 3 and WHEREAS, Louisiana has adopted a strong school accountability system and a rigorous mode of educator evaluation and support based on fifty percent growth in student achievement; and WHEREAS, Louisiana has implemented numerous programs and interventions aimed at increasing and facilitating family involvement and assisting educators in engaging families in a meaningful way; and WHEREAS, information regarding the level and quality of family involvement can serve as an invaluable tool for policymakers, school leaders, and educators to consider when devising school improvement strategies, enhancing educator professional growth plans, and developing tailored approaches for addressing a student's unique academic or behavioral challenges; and WHEREAS, some schools across Louisiana are achieving academic success among students at-risk in spite of significant challenges that many of them encounter at home and in their communities, demonstrating the importance of teachers and schools working together to create effective family-school partnerships. THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby urge and request the State Board of Elementary and Secondary Education to consult with educators, researchers, community agencies, and other stakeholders, including but not limited to those involved in the judicial system to study family involvement programs and activities, including but not limited to the Families in Need of Services Program, the Truancy Assessment and Service Center Program and the Prosecutor's Early Intervention Program, that can be used to enhance school performance and achievement. BE IT FURTHER RESOLVED that the State Board of Elementary and Secondary Education should make recommendations of family involvement or use of family involvement data in measuring school performance and educator effectiveness and any other steps taken by the board to assist Louisiana schools and educators in more effectively engaging families in their children's education, issuing a report of such recommendations to the Senate and House education committees no later than sixty days prior to the convening of the 2013 Regular Session.
