SENATE CONCURRENT RESOLUTI ON NO. 127

CONDOLENCES.  Expresses condolences upon the death of Dr. Wallace Hart Dunlap.
A CONCURRENT RESOLUTI ON1
To express the sincere and heartfelt condolences of the Legislature of Louisiana upon the2
death of Dr. Wallace Hart Dunlap, to commend a life well spent in service to his3
community, and to note the proud legacy he leaves to the state of Louisiana.4
WHEREAS, it is with great sadness and heavy hearts that the Legislature of5
Louisiana has learned of the passing of Wallace Hart Dunlap, a distinguished gentleman and6
a highly respected pediatrician, on May 2, 2012, at the age of seventy-six; and7
WHEREAS, Wallace Hart Dunlap was born on October 16, 1935, in Pleasanton,8
Kansas; and9
WHEREAS, he was a proud graduate of the University of Kansas, earning his10
medical degree in 1961 and completing his pediatric training at the University of Oklahoma11
Hospital in Oklahoma City and Children's Medical Center and Parkland Hospital in Dallas;12
and13
WHEREAS, Dr. Dunlap served as a Captain at Beaumont Army Hospital in El Paso,14
Texas, before moving to Baton Rouge in 1966; and15
WHEREAS, upon his arrival to Baton Rouge, he opened his private practice with the16
Pediatric Clinic where he practiced until his retirement in 2006; and17
WHEREAS, Dr. Dunlap loved the practice of medicine and was passionate in18 SCR NO. 127

providing the highest level of care to his patients; and1
WHEREAS, he was endowed with an innate ability to guide young people beginning2
their journey in life; and3
WHEREAS, Dr. Dunlap was an active member of the Louisiana State Medical4
Society and the American Academy of Pediatrics, holding numerous leadership roles both5
locally and on the national level; and6
WHEREAS, his unwavering commitment to the practice of medicine contributed to7
the growth and stability of organized medicine throughout the state; and8
WHEREAS, Dr. Dunlap's colleagues in the Louisiana State Medical Society quickly9
recognized his value as leader and elected him to numerous decision-making and executive10
roles within the organization which included serving as secretary-treasurer and vice11
president on the Louisiana State Medical Society Board of Governors; and12
WHEREAS, the Louisiana State Medical Society recognized Dr. Dunlap as a fine13
man; principled, frank and yet willing to listen and not jump to conclusions which made him14
a committed member of the society who could always be counted on to follow through with15
his responsibilities resulting in his being inducted into the LSMS Hall of Fame of Medicine16
in 2007, one of the society's highest honors, and being the only member in the over one17
hundred thirty-four year history of the Louisiana State Medical Society to hold the18
distinction of being named an Emeritus Officer; and19
WHEREAS, Dr. Dunlap not only cared for his community as a physician but also20
volunteered considerable time to community endeavors by being an active member of the21
Baton Rouge Rotary Club, St. James Masonic Lodge #47 and a board member of the22
American Norrbottenspets Association; and23
WHEREAS, a man of God, Dr. Dunlap was an active member of the First United24
Methodist Church in Baton Rouge, through which he lead numerous Bible study classes and25
participated in construction and medical missionary trips to Alaska and Mexico; and26
WHEREAS, above all his professional and civic pursuits, Dr. Dunlap loved nothing27
more than simply spending time with his wife, Jane Dunlap, his children, Susan Dunlap28
Mack and John Gardener Dunlap, his step-children, Hugh Wilson Raetzsch Jr. and Susan29
Raetzsch Copeland, and his grandchildren, Simone, Corinne, Patrick, Sarah, Courtney,30 SCR NO. 127

Wilson, Matthew, Nicholas, Davis and Joshua; and1
WHEREAS, this extraordinary man clearly demonstrated during his life his2
dedication to his family, profession, community, state, and country; and3
WHEREAS, the pride that Dr. Dunlap took in his work, which was so critical to our4
citizens, is matched only by the pride felt by his family and fellow Louisiana citizens; and5
WHEREAS, upon his death the world lost a unique individual who left an indelible6
mark upon the lives of all who knew him; and7
WHEREAS, with the death of Dr. Wallace Hart Dunlap, the state has lost one of her8
finest sons; a man who loved God, his family, his country, his state, and his profession; a9
man who considered himself ordinary, but dedicated his life to making other people's lives10
just a little better; and11
WHEREAS, the success of the state of Louisiana, the strength of our communities,12
and the overall vitality of American society depend in great measure on people like Dr.13
Wallace Hart Dunlap, who unselfishly dedicated his life for the betterment of others; and14
WHEREAS, the memory of Dr. Dunlap will remain eternal in the hearts and minds15
of his family, friends, and all of those who knew and loved him.16
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby17
express its sincere and heartfelt condolences upon the death of Dr. Wallace Hart Dunlap.18
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted to the19
family of Dr. Wallace Hart Dunlap.20
