SENATE CONCURRENT RESOLUTI ON NO. 136
BY SENATORS MORRISH AND LONG 
A CONCURRENT RESOLUTI ON
To urge and request the Federal Energy Regulatory Commission to immediately reject any
requests for a rehearing regarding Cheniere Energy's Sabine Pass Liquefaction
Project and memorializes Congress to express their support for LNG exports and to
streamline and expedite the approval process.
WHEREAS, Cheniere Energy plans to invest ten billion dollars into an LNG export
facility located in Cameron Parish, Louisiana; and
WHEREAS, Cheniere Energy's Sabine Pass LNG Export facility ("facility") will
have significant economic benefits for the economies of Louisiana and the United States of
America; and
WHEREAS, the facility will result in an average of one-thousand eight hundred
construction jobs over a five year period, over one billion dollars paid in wages and benefits
during construction, and an additional two hundred permanent jobs in Cameron Parish; and
WHEREAS, the facility will create a demand for 2 billion cubic feet of natural gas
drawn from areas such as the Haynesville Shale and will support between thirty thousand
and fifty thousand jobs in the oil and gas exploration and production industry; and
WHEREAS, America's allies around the world will benefit from a stable and secure
energy source which will be provided by the facility; and
WHEREAS, the facility will bring much needed jobs and economic development to
Cameron Parish and encourage growth in the southwest Louisiana region; and 
WHEREAS, Cheniere Energy has demonstrated that they are a safe and responsible
operator, steward of the local environment and responsible corporate citizen; and
WHEREAS, the facility has been subjected to three extensive environmental reviews
by the Federal Energy Regulatory Commission, resulting in findings of no significant impact
in an initial environmental impact statement and two environmental assessments; and
WHEREAS, the Federal Energy Regulatory Commission approved the facility on
April 16, 2012, after nearly two years of review; and
WHEREAS, regulatory uncertainty could result in significant harm and delay to the SCR NO. 136	ENROLLED

construction of the facility.
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby
request the Federal Energy Regulatory Commission to immediately reject any requests for
a rehearing regarding Cheniere Energy' s Sabine Pass Liquefaction Project and allow
construction to commence as soon as possible.
BE IT FURTHER RESOLVED that the Legislature of Louisiana does hereby
memorialize the United States Congress to express their support for LNG exports and to
streamline and expedite the approval process.
BE IT FURTHER RESOLVED that a copy of this Resolution shall be transmitted
to the secretary of the United States Senate and the clerk of the United States House of
Representatives and to each member of the Louisiana delegation to the United States
Congress.
