SENATE CONCURRENT RESOLUTI ON NO. 143
BY SENATOR HEITMEIER 
COMMENDATIONS.  Commends Dr. Randy Lemoine who is retiring after thirty-five years
with the Department of Health and Hospitals.
A CONCURRENT RESOLUTI ON1
To commend Dr. Randall L. "Randy" Lemoine for his dedication and commitment to the2
citizens of Louisiana on the occasion of his retirement from the Department of3
Health and Hospitals after thirty-five years of service.4
WHEREAS, Dr. Randall L. Lemoine is a native of New Orleans, Louisiana; and5
WHEREAS, Dr. Lemoine graduated from De La Salle High School in New Orleans;6
and7
WHEREAS, Dr. Lemoine attended the University of New Orleans, receiving a8
bachelor's degree in psychology in 1973 and a master's degree in psychology in 1975; and9
WHEREAS, in 1981, Dr. Lemoine received his doctoral degree in psychology from10
Louisiana State University; and11
WHEREAS, while attending college in New Orleans, Dr. Lemoine was employed12
as a student worker at the University of New Orleans, the New Orleans Public Schools State13
Appraisal Team, and in Baton Rouge, while completing the course work for his doctoral14
degree, he worked at the Louisiana State University Department of Psychology; and15
WHEREAS, in 1977 Dr. Lemoine began his thirty-five years of dedicated service to16
the state of Louisiana as an employee of the Department of Health and Human Resources,17
the predecessor agency to the Department of Health and Hospitals; and18 SCR NO. 143

WHEREAS, Dr. Lemoine has held several positions within the office of behavioral1
health (previously known as the office of mental health), including mental health executive2
director, program manager 4, and psychologist; and3
WHEREAS, Dr. Lemoine's wealth of knowledge and expertise has served the4
department through several administrations by educating and guiding department officials5
and legislators regarding, among many other topics, data-informed decision making; and6
WHEREAS, Dr. Lemoine has been an invaluable resource in the development of the7
data warehouse and the implementation of the Coordinated System of Care for children and8
adults with behavioral health issues as it relates to the complex data reporting system; and9
WHEREAS, Dr. Lemoine currently serves as director of business intelligence for the10
office of behavioral health; and11
WHEREAS, it has been a privilege for department staff to learn from and work with12
Dr. Lemoine, and he has touched the lives of those he worked with, both inside and outside13
the department; and14
WHEREAS, Dr. Lemoine's work for the department has reached out and made an15
impact on the lives of so many of the citizens of Louisiana who have received services from16
the office of behavioral health; and17
WHEREAS, upon his retirement, Dr. Lemoine is looking forward to being able to18
spend more time with his family and to pursue development of his private practice, working19
with families, children, and adolescents. 20
THEREFORE, BE IT RESOLVED that the Legislature of Louisiana does hereby21
commend and extend gratitude to Dr. Randall L. "Randy" Lemoine for his distinguished22
service of thirty-five years to the Louisiana Department of Health and Hospitals and the23
citizens of Louisiana, and congratulates and does hereby wish him well on the occasion of24
his retirement.25
BE IT FURTHER RESOLVED that a copy of this Resolution be transmitted26
to Dr. Randy Lemoine.27 SCR NO. 143
